<div><iframe width="853" height="480" src="https://www.youtube.com/embed/vh2N69UrXwQ" title="LIVE: Senate Blue Ribbon Committee hearing on anomalous flood control projects | September 1" frameBorder="0" allowfullscreen=""></iframe></div><p>MANILA — Flood control contractor Sarah Discaya said Monday that her viral interview was “spliced” to make it appear that her family only amassed wealth after getting projects under the Department of Public Works and Highways.</p><p>Discaya said her family had been in the construction business for 23 years.</p><p>“I would presume na in the 23 years, pwede naman po siguro kami kumita,” she told a Senate hearing on allegedly questionable  flood control projects.</p><p>She said their construction firms started with local government projects.</p><p>Discaya said that when she mentioned the DPWH in the interview as a turning point in her family’s lives, it was “because prior to that, we were in local government.”</p><p>“Ang hirap makasingil sa local government. They spliced the video that was taken of me and just mentioned the DPWH,” she said.</p><p>Discaya was a Pasig mayoral candidate in the 2025 May elections and is among the owners of St. Gerrard and other construction companies.</p><p>Discaya-linked firms were among the 15 contractors that cornered P100 billion or 20 percent of the entire P545-billion budget for flood control projects, President Ferdinand Marcos Jr. revealed in August.</p><p>Discaya said her father was also a contractor for local government projects. Before venturing into construction, she said she had worked overseas as a dental receptionist and orthodontic nurse. </p><p>She said her family started bidding under the DPWH “sometime in 2012” and secured flood control projects around “2016 onwards.”</p><p>“Nakita namin noon [sa] PhilGEPS na may mga projects na pwede palang mag-join. Vicente &quot;Tito&quot; Sotto III noted that the DPWH in 2015 suspended St. Gerrard and blacklisted the firm in 2020. But the firm’s license from the Philippine Contractors Accreditation Board (PCAB) was renewed in 2023 and would remain valid until 2026.</p><p>He said another Discaya-linked firm, St. Timothy Construction Corp., was responsible for a Bulacan river project that was deemed completed despite around 200 meters of unfinished revetment. The firm’s license was renewed in 2025 and would be valid until 2027.</p><p>Asked how the firms had their license renewed despite issues in previous projects, PCAB Chair Pericles Dakay said that the DPWH blacklist “has a certain time limitation.”</p><p>“Once a notice that the project has been completed [is issued], then the blacklist is lifted,” Dakay said.</p><p>“We (PCAB) only institute disciplinary action upon a complaint or a verified violation… That is the limit of our responsibility,” he added.</p><div><a href="https://www.abs-cbn.com/news/nation/2025/8/29/akbayan-pickets-discayas-st-gerrard-firm-over-flood-control-projects-1347">Akbayan pickets Discayas&#x27; St. Gerrard firm over flood control projects</a></div><div><br/></div><div><strong> </strong></div>
