Maria Tan, ABS-CBN News</span></span></span></div><p>MANILA — The Philippine National Police (PNP) on Saturday said it monitored 13 rallies in different parts of Metro Manila the previous day in what activists and groups described as &quot;Black Friday&quot; protests.</p><div><a href="https://www.abs-cbn.com/news/nation/2025/9/11/a-timeline-of-the-philippine-flood-control-scandal-0600">A timeline of the Philippine flood control scandal</a></div><p>In an interview with DZMM Teleradyo, PNP spokesperson Brig. Gen.
