President Ferdinand Marcos Jr. on Monday named former Supreme Court Justice Andres Reyes as the head of the Independent Commission on Infrastructure (ICI), which will investigate billions-worth of anomalous flood control projects.Reyes was born on May 11, 1950, the youngest of the children of late Justice Andres C. Reyes, Sr., former presiding justice of the Court of Appeals, and his wife, Minerva Bernal. Reyes Jr. is a third generation justice in the Reyes family. His grandfather, Alex A. Reyes, Sr., was also a justice of the Court of Appeals, and later, the Supreme Court.Reyes attended La Salle Green Hills and De La Salle University, before continuing his education at St. Mary&#x27;s College of California, where he obtained a bachelor’s degree in Economic. He studied law at Ateneo de Manila University. In 2002, he earned a Master’s Degree in Public Administration from the Philippine Women’s University.Reyes started his judicial career as a trial judge from 1987 to 1999, when he was appointed as Associate Justice of the Court of Appeals. In 2010, he became the presiding justice of the same court.He also taught at the Arellano Law School and the College of Law of the Pamantasan ng Lungsod ng Maynila. In 2017, Reyes was appointed to the Supreme Court of the Philippines, serving as justice until 2020.In 2019, Reyes applied for the position of Supreme Court Chief Justice. Magalong was also present during the ceremony.Marcos earlier signed Executive Order No. 94, which gives the ICI the power to investigate “flood control and other infrastructure projects within the last ten years.”The panel is also authorized to conduct hearings, subpoenas witnesses and documents from other branches of government, freeze assets, and recommend the admission of a person as state witness.The President ordered the investigation in the flood control issue weeks after his 4th State of the Nation Address (SONA), where he scorned government officials for failing to implement thousands of infrastructure projects meant to deter flooding across the Philippines.<div><a href="https://www.abs-cbn.com/news/nation/2025/9/15/sino-si-dating-sc-justice-andy-reyes-jr-1114">Sino si dating SC Justice Andy Reyes Jr?</a></div>
