MANILA -- President Ferdinand Marcos Jr. announced that the P60-billion excess funds of the Philippine Health Insurance Corporation (PhilHealth) that was earlier reverted to the National Treasury will be restored.Following his visit at the Dr. Jose Fabella Memorial Hospital, the President said the funds will be sourced from the savings of other government agencies, mainly the Department of Public Works and Highways (DPWH).&quot;Kahit anong paliwanag na ibigay namin, kahit na anong pakita natin na dumadami ang serbisyo na kino-cover ng PhilHealth, may pangamba pa rin ang tao na baka mabawasan ang mga services,&quot; he said in his speech Saturday, September 20.&quot;Yung mga savings natin na bago na galing sa iba&#x27;t ibang departamento, but mainly from Department of Public Works and Highways, &#x27;yung P60 billion na &#x27;yan ibabalik na natin sa PhilHealth,&quot; he added.<div><a class="fr-green fr-strong" href="https://www.abs-cbn.com/news/business/2025/9/9/philhealth-says-it-s-not-bankrupt-but-hopes-to-get-bigger-fund-2025">READ: PhilHealth says it’s not bankrupt, but hopes to get bigger fund</a></div>The President earlier ordered the &quot;sweeping&quot; review of the DPWH&#x27;s budget for 2026 amid anomalies in flood control projects which resulted in the scrapping of P252 billion worth of locally-funded flood control projects.Marcos Jr. noted that the move aims to further expand the services of the state-run health insurer.&quot;Hindi lamang para sa pangamba ng tao kung hindi dahil gagamitin na natin &#x27;yan. Nagkaroon na tayo ng savings, gagamitin na natin &#x27;yan para palawakin pa ang services ng PhilHealth,&quot; the chief executive noted.The President also commended the health workers for their hard work and dedication.&quot;Kaming government workers, we are 8-5. Kayo may oras kayo? Wala yata. May bakasyon ba kayo? Wala rin. May weekend ba kayo? Wala rin. Ganyan talaga ng mga healthcare workers, eh. That is why we have to thank you very, very much,&quot; he told medical practitioners and staff.He also took note of the implementation of the zero-balance billing policy at the hospital.
