Zaldy Co said he was ordered in various instances to deliver &quot;basura&quot; (trash), or suitcases containing money to Co and then House Speaker Martin Romualdez, as their portions from anomalous flood control projects.</p><p>&quot;Higit kumulang tatlong beses ako mismo ang nag-deliver ng basura sa bahay ni Congressman Zaldy Co sa Horizon Residences at sa bahay ni Speaker Romualdez sa 42 McKinley Street, Taguig,&quot; Orly Guteza, Co’s former security consultant, read in his affidavit during the Senate&#x27;s <a href="https://www.abs-cbn.com/news/nation/2025/9/25/senate-resumes-flood-control-probe-in-sixth-hearing-0900">sixth </a>hearing on  flood control projects.</p><p>(Around three times, I myself delivered the &#x27;basura&#x27; to Congressman Zaldy Co&#x27;s house at Horizon Residences and Speaker Romualdez&#x27;s house at 42 McKinley Street, Taguig)</p><div><a href="https://www.abs-cbn.com/news/nation/2025/9/25/sham-flood-control-projects-placed-in-other-districts-upon-zaldy-co-s-order-alcantara-1108">Sham flood control projects placed in other districts upon Zaldy Co’s order: Alcantara</a></div><p>On average, Guteza said he delivered 15 to 18 suitcases in a week from December 2024 until August this year, when he resigned from Co’s office. </p><p>Some money, he noted, was delivered from Co to Romualdez’s house.</p><p>“Usually pag nanggagaling na sa Horizon na idine-deliver na doon sa Forbes, minsan mayroong 15 o kaya 18 na maleta. Pero malalaking maleta iyon. Nagre-rate yung bawat maleta, minsan mayroong 48, may 50 (million pesos),” he said.</p><p>(Usually, 15 to 18 suitcases were delivered from Horizon to Forbes. But they were big suitcases. Each suitcase usually contains P48 to P50 million)</p><p>Guteza noted that the biggest amount of money he delivered in a week was P2.2 billion placed in 46 suitcases containing P48 million each.</p><p>He said this was the time when he identified Benguet Lone District Rep. Eric Yap.</p><p>Yap, in a statement, denied any involvement in the case saying, “I have never accepted, nor authorized, the delivery of money in connection with flood control projects.
