MANILA -- Justice Secretary Jesus Crispin Remulla on Wednesday signed the initial batch of immigration lookout bulletin order (ILBO) against contractors and officials from the Department of Public Works and Highways (DPWH) tagged in the anomalies in flood control projects. Justice Spokesperson Mico Clavano told reporters that the initial list contained the names from the request of Senator Rodante Marcoleta from the Senate Blue Ribbon Committee. The next batch may be signed this Thursday, Clavano added.&quot;The request of Secretary [Vince] Dizon was received today and the additional ILBOs will be signed tomorrow. The list is composed of both DPWH officials and contractors,&quot; he said. &quot;We will be releasing the full list of names tomorrow,&quot; he added. <div><a class="fr-green fr-strong" href="https://www.abs-cbn.com/news/nation/2025/9/3/dpwh-chief-dizon-seeks-lookout-order-vs-personalities-tagged-in-ghost-flood-projects-0942">READ: DPWH chief seeks immigration lookout order vs persons tagged in &#x27;ghost&#x27; flood projects</a></div>Dizon announced earlier on Wednesday that he had requested the issuance of immigration lookout bulletin order against personalities tagged in the alleged &quot;ghost&quot; flood control projects.Among the over 20 personalities Dizon wants to be under ILBO are the Discaya couple, Wawao Builders general manager Mark Allan Arevalo, among others.Clavano said the full, consolidated list would contain the names from the Blue Ribbon Committee and Dizon&#x27;s list. ILBOs only direct immigration officials to monitor and note a subject&#x27;s movements in and out of the country. They cannot keep subjects of ILBOs from leaving.The Bureau of Immigration said that ILBOs are issued by the DOJ and can be inputed in their system &quot;in a matter of minutes.&quot;ILBOs also direct immigration officials to check whether the subject has a pending arrest warrant or hold-departure order against them.
