Handout/Office of the Civil Defense Bicol Region 5</div>MANILA — Damage in the Philippine agricultural sector has so far reached P1.95 billion due to the onslaught of recent storms, the Department of Agriculture said on Tuesday.In a public briefing, Agriculture Spokesperson Arnel De Mesa said most of the damage recorded from the storms Mirasol, Nando, and Opong were from rice fields, with Cagayan province topping the list at P653 million.Ilocos Norte also registered agricultural damage at P169 million, followed by Isabela which recorded agricultural losses worth P133 million, said De Mesa.<div><a class="fr-green" href="https://www.abs-cbn.com/news/business/2025/9/30/agri-dept-nfa-to-sell-p20-rice-in-opongph-hit-areas-1614">READ: Agri dept, NFA to sell P20 rice in #OpongPH hit areas</a></div>“Ang pinakaapektado ay ang ating palayan na nagtala ng 116,000 metric tons na losses, bagama’t karamihan ng area na na-damage about 44,000, about 39,000 po rito ay partially damaged at malaki iyong chance ng recovery,” said De Mesa.“Sumunod po ay sa ating high-value crops, in particular iyong gulayan natin at itong iba pang high-value, nasa P440 million. Sa palayan po ay nasa almost P1.3 billion,” he added.As of Sept. 30, almost 67,000 fisherfolk and farmers are affected negatively by the recent typhoons and the habagat.“Ang lubha pong naapektuhan ay ang northern Cagayan specifically iyong probinsiya ng Cagayan, ito pong Isabela ang Ilocos Norte, ganoon na rin  itong Pangasinan at ang probinsiya ng Apayao,” he said.To help farmers and fisherfolk affected by the storms, he said the government would provide fertilizer and seeds – including 100,000 bags of palay, rice seeds, and fingerlings.They are also coordinating with the National Food Authority to provide rice to affected farmers.There are also indemnification and insurance and recovery loan packages to fisherfolk and farmers affected by the storms.<div><a class="fr-strong fr-green" href="https://www.abs-cbn.com/news/regions/2025/9/30/p19-m-worth-of-aid-given-to-families-affected-by-opong-in-eastern-visayas-dswd-0101">READ: P19-M worth of aid given to families affected by ‘Opong’ in Eastern Visayas -- DSWD</a></div>“Para sa survival and recovery loan package, iyan po ay P25,000 para sa mga indibidwal na magsasaka at mangingisda at iyan po ay walang kolateral, walang interes, puwedeng bayaran hanggang 3 taon; at ito naman pong pondo rin na ito ay iko-coordinate lang nila sa kanila pong pinakamalapit na municipal, provincial at city agricultural office para po sila ay maalalayan,” he said.“Iyang sa indemnification payment, normally nagri-range iyan from P10,000 to P25,000 din, depende sa commodity na maaapektuhan at lahat ng  mga magsasaka na rehistrado sa ating registry system at nagsasaka ng below  three hectares, automatic sila na napapabilang dito, so iyon pong lahat ng magsasaka po ay kasali po rito,” he said.The combined effects of tropical cyclones Mirasol, Nando and Opong, and the southwest monsoon or habagat have left at least 27 people dead, the Philippine disaster risk reduction and management office said this Monday.Of the reported fatalities, 23 are still for validation while four have been confirmed.The number of injured remained at 33—14 already validated and 19 still for validation—while those reported missing rose to 16, all pending validation.
