Maria Tan, ABS-CBN News</span></span></span></div><p>MANILA <strong>(UPDATE) </strong>— The Department of Public Works and Highways (DPWH) has found <a href="https://www.abs-cbn.com/news/nation/2025/9/4/dpwh-sacks-district-engineer-henry-alcantara-over-bulacan-ghost-projects-0925">dismissed </a>Bulacan 1st District Engineer Henry Alcantara guilty of grave misconduct, disloyalty, neglect of duty and conduct prejudicial to the best interest of the service, amid his alleged involvement in the anomalous flood control projects in the province.</p><p>In a seven-page decision, Secretary Vince Dizon cited the non-existent projects in Bgy. Piel in Baliwag and Bgy. Perez in Bulacan, despite the full payments by the government.</p><div><a href="https://www.abs-cbn.com/news/nation/2025/9/5/dizon-to-erase-red-flags-in-proposed-2026-budget-for-dpwh-1045">Dizon to ‘erase red flags’ in proposed 2026 budget for DPWH</a></div><p>“Respondent’s (Alcantara) failure to safeguard public interest resulting in the payment of ‘ghost’ projects tarnished the image and integrity of DPWH,” the decision read.</p><p>The DPWH said this was the basis of Alcantara’s dismissal, effective September 4, 2025.
