MANILA -- The Civil Service Commission on Tuesday reminded government employees and officials from engaging in gambling prohibited by law -- even after office hours. Asst. Commissioner Atty. Ariel Ronquillo said that even mere entry in casinos is also prohibited among government workers. &quot;Bawal makita ang taong gobyerno sa loob ng casino. So in other words, pagdating sa casino, mere entry in the casino is prohibited,&quot; Ronquillo said in a television interview with state-run media PTV Tuesday, September 9. &quot;So makita ka lang doon, meron ka nang offense kahit sabihin mo pa na nagre-relax ka lang at tumitingin ka lang, o kaya naman ay hindi ka naman nagsusugal, makita ka lang dun bawal na eh. Lalo na kung magsugal ka pa,&quot; he noted.Ronquillo assured that government workers are afforded due process.&quot;Kapag ho merong ganyang complaint, pinapasagot naman po natin ‘yan at dumadaan po sa proseso ‘yan kasama na po ‘yung pag-issue ng formal charge, pag-conduct ng investigation and only after those steps do we impose the penalty,&quot; he added. <div><a class="fr-green fr-strong" href="https://www.abs-cbn.com/news/nation/2025/8/8/senator-urges-csc-to-prohibit-state-workers-from-gambling-online-1345">READ: Senator urges CSC to prohibit state workers from gambling online</a></div><div><a class="fr-green fr-strong" href="https://www.abs-cbn.com/news/nation/2025/9/3/sotto-bets-against-csc-chair-s-take-on-gov-t-execs-at-casinos-1943">READ: Sotto bets against CSC chair&#x27;s take on gov&#x27;t execs at casinos</a></div>On Monday, sacked Department of Public Works and Highways (DPWH) engineer Brice Hernandez was cited in contempt and later detained after <a class="fr-green fr-strong" href="https://www.abs-cbn.com/news/nation/2025/9/8/senate-panel-cites-ex-dpwh-exec-in-contempt-over-casino-grilling-1247">supposedly lying about his casino habits</a>.  The official further cited Executive Order 292 or the Administrative Code of 1987 which prohibits government officials and employees from engaging in any form of illegal gambling. These include cockfighting and jueteng among others. &quot;So lahat po ng pagsusugal na binabawal po ng batas ay hindi po tayo pwedeng mag-engage doon kung ikaw ay nagtatrabaho sa gobyerno,&quot; he added. The commission issued an advisory on September 4, reminding government workers that engaging in any form of gambling such as online gambling, mobile gaming with betting elements, and participation in land-based gambling establishments, is strictly prohibited during office hours.
