Maria Tan, ABS-CBN News</span></span></span></div><div><br/></div><div><br/></div><p>MANILA <strong>(UPDATE)</strong> — President Ferdinand Marcos, Jr. on Friday confirmed that the work of Independent Commission for Infrastructure (ICI) tasked to investigate flood control corruption is &quot;coming towards the end.&quot;</p><p>&quot;[T]hey really are coming towards the end—Lahat ng kailangang imbestigahan, naimbestigahan na nila. Maybe there are one or two other loose ends that they have to clear up,&quot; Marcos said in a chance interview with Palace reporters at the inauguration of Manila Water and Metropolitan Waterworks and Sewerage System’s Aglipay Sewage Treatment Plant (STP) in Mandaluyong City.</p><p>But Marcos said the ICI&#x27;s existence still depends on &quot;how much work they still have left.&quot;</p><p>&quot;Kung matapos na trabaho nila, then we will see what they can do next,&quot; he added.</p><div><span class="fr-video fr-deletable fr-fvc fr-dvb fr-draggable" contenteditable="false" draggable="true"><iframe src="https://www.facebook.com/plugins/video.php?height=314&amp;href=https%3A%2F%2Fwww.facebook.com%2Freel%2F1423226802523776%2F&amp;show_text=false&amp;width=560&amp;t=0" width="560" height="314" style="border:none;overflow:hidden" scrolling="no" frameBorder="0" allowfullscreen="" class="fr-draggable"></iframe></span>The Commission is now left with just its chairperson, retired Justice Andres Reyes, following the departure of commissioners Rogelio Singson and Rossana Fajardo last year.</div><p>Asked if he intended to appoint new commissioners, Marcos said: &quot;We haven&#x27;t really decided on that yet. Again, it all depends on the work that ICI still has in front of them. ‘Pag kailangan pa, then we will.&quot;</p><p>Marcos explained that the investigation will now focus on the Department of Justice and the Ombudsman if the commission has supplied all the needed information to them.</p><p>&quot;But if the work is done, kung naibigay na lahat ng information sa DOJ tsaka sa Ombudsman, then the focus now of the investigation will go to the DOJ and the Ombudsman,&quot; the President added.</p><div><br/></div><div><strong>&#x27;UNABLE TO RESUME NORMAL OPS&#x27;</strong></div><div><strong> </strong></div><p>Meanwhile, the ICI said it was unable to resume its official operations following the resignation of its two commissioners. </p><p>“As a collegial body, the ICI may take official action only with the approval of a majority of its members. Consequently, following the resignation of its two commissioners, the Commission is unable to resume its official operations until a quorum is restored,” it said. </p><p>In the meantime, the commission said it continues to process and safeguard all records and evidence in its custody. </p><p>It added that it was consolidating a report on its work and achievements, which would help the Office of the President determine the next steps for the commission. </p><p>The ICI noted that its referrals with the Office of the Ombudsman have led to the filing of three cases and the arrest of 16 individuals.</p><p>The commission added that it partnered with the Anti-Money Laundering Council to freeze some P20 billion in assets so far. </p><div><br/></div><div><strong>WHAT LAWMAKERS SAY</strong></div><div><strong> </strong></div><p>For ML party-list Rep. Leila de Lima, the ICI’s work is not done just yet because other alleged infrastructure project anomalies need looking into.</p><p>“Nasa flood control projects pa nga lang ang ICI, hindi pa sila tapos dyan, and there are other anomalous infrastructure projects that should be investigated,” she said in a statement. </p><p>“Mr. President, at this point, the ICI’s fate does not depend on how much work remains, but on how serious your commitment is to holding accountable all those involved in this massive corruption in the country, especially the biggest culprit/s,” she added. </p><p>Akbayan party-list Rep. Perci Cendaña said the development “casts doubt” on the President’s sincerity towards calling the Independent Commission Against Infrastructure Corruption (ICAIC) Bill a priority of his administration.</p><p>“Imbes bigyan ng dagdag na kapangyarihan para matupad ang mandato, tinaningan pa ito ng Pangulo. If this is his assessment then it also casts doubt as to his sincerity when he said the ICAIC Bill is a priority of his administration,” Cendaña said. </p><p>House Deputy Speaker and Antipolo First District Rep. Ronaldo Puno said it would be best for one body, such as the Ombudsman, to look into the flood control issue for clarity.  </p><p>“‘Yung ating Ombudsman ngayon sa tingin ko ang credibility mataas.
