MANILA (UPDATED) — The Office of the Ombudsman on Friday filed malversation and graft charges against former Senator Ramon “Bong” Revilla Jr. and 6 other DPWH Bulacan 1st District Engineering Office executives in connection to a P92.8 million ghost flood control project in Pandi, Bulacan.“The informations allege that the respondents conspired to facilitate the release of approximately P76 million for the supposed construction of a flood control project in Puroc V, Barangay Bonsuran, Pandi, Bulacan, a project which, based on official inspection and witness accounts, was never implemented,” said Assistant Ombudsman Mico Clavano during a presser.“Despite the absence of any actual construction, the respondents declared the project completed,” he added.Clavano said the respondents are found to have falsified accomplishment reports, issued fraudulent billing documents, and endorsed disbursement vouchers.Revilla’s co-accused include Assistant District Engr. Brice Hernandez, Engr. Jaypee Mendoza, Arjay Domasig, Engr. Emelita Juat, Juanito Mendoza, and Christina Pineda.The Ombudsman also filed an urgent motion for special raffle of the cases and the immediate issuance of warrant of arrest and hold-departure order against the accused.The cases stemmed from a complaint filed by the National Bureau of Investigation-Bulacan South District Office (NBI-BSDO) following their investigation on a the project awarded in March 28, 2025.Revilla was tagged in the flood control mess after former DPWH Undersecretary Roberto Bernardo alleged he delivered P125 million to Revilla’s residence in 2024, and another P250 million delivered by his staff before the 2025 elections in exchange for facilitating or endorsing flood control projects.Bernardo’s sworn statement became the basis for the Independent Commission for Infrastructure to recommend criminal and administrative charges against Revilla and other individuals allegedly involved in kickback schemes.Revilla has since denied allegations that he received kickbacks.“I am an easy target being used to muddle the truth, but the truth will always come out,” Revilla said last December.The former senator was previously acquitted of plunder charges in relation to the alleged misuse of his Priority Development Assistance Fund (PDAF) in 2018.This is the second batch of cases the Ombudsman filed before the anti-graft court in relation to flood control anomalies.The first involved graft and malversation charges against former Ako Bicol Partylist Rep. Zaldy Co, 15 DPWH MIMAROPA executives, and Sunwest Inc. representatives over alleged irregularities in the road dike project in Naujan, Oriental Mindoro.

Revilla, who is also a respondent to related complaints before the Department of Justice, has denied involvement in alleged corruption in the flood-control projects.
