MANILA — In a move aimed at boosting transparency in the wake of a massive flood control corruption scandal, the Department of Public Works and Highways (DPWH) and the Blockchain Council of the Philippines (BCP) launched the &quot;Integrity Chain&quot; portal on Tuesday. The platform is a blockchain-powered monitoring and audit tool for government infrastructure projects.The pilot rollout focuses on foreign-assisted projects, specifically those funded through Official Development Assistance (ODA). DPWH Secretary Vince Dizon said the platform complements the agency’s existing Transparency Portal, which enables citizens to track project budgets and implementation in their communities and report possible irregularities.The Integrity Chain, he added, is designed for independent, credible, and technically capable groups tasked with scrutinizing and validating how projects are carried out on the ground.“Kunyari mga engineering association sa Pilipinas, yung Management Association of the Philippines (MAP), yung Philippine Chamber of Commerce and Industry, yung mga funders natin tulad ng Asian Development Bank (ADB) at World Bank—pwede silang pumasok as validator at iche-check nila yung proyekto,” explained Dizon.With independent validators monitoring projects, Dizon said DPWH district and regional offices, as well as contractors, are now under constant scrutiny—unlike in the past, when oversight was more limited.“Hindi na pwede mabayaran si Sarah Discaya ngayon ng P100 million o P96 million na wala man lang kaproye-proyekto… Kasi may nakatutok e, may nakatingin sa’yo,” he said. “Pag sinabi ni validator na may problema ito, then the government needs to defend itself and needs to explain.”<div> </div><div>TAMPER-RESISTANT AUDIT AND SCORING</div>BCP President Luis Buenaventura said the platform allows validators to review ongoing projects, submit findings directly online, and score them during designated audit periods.“Validators will score each project’s compliance, quality, and integrity. All feedback is permanently recorded on a tamper-resistant, fully auditable blockchain. Every Filipino citizen will be able to access the audit results through a public web portal,” he said.Developers behind the platform also emphasized that the system is secure against hacking.“If you put the data of DPWH projects on a chain across about 300,000 computer nodes, before you can edit that, you need to hack 300,000 computers. That’s how blockchain works. It’s not only one computer; technically, it’s a network of computers protecting the data,” said Bayani Chain Co-Founder and CEO Paul Soliman.The multi-stakeholder design also ensures that no single organization can influence the data. “No silent edits, no retroactive changes, no selective disclosure,” said BCP Chairman and MAP President Donald Lim.Lim noted that over 50 non-governmental organizations have already signed up to become accredited validators. Interested groups can find the application form on the Integrity Chain portal for vetting by the BCP. “Mas marami, mas maganda. Kung umabot tayo ng isang libo by the end of the year, mas maganda para mas maraming nagche-check,” Lim added.ADB representatives welcomed the development, stating they will explore incorporating the system into their own vetting process.“We really hope that this further enhances the credibility of how foreign-assisted projects are seen. The devil is, of course, in the details, so we are very keen to observe how this can be aligned with our own due diligence and our own integrity checks and controls,” said ADB-Philippines Country Operations Head Joris Van Etten.The DPWH is currently implementing 41 foreign-assisted infrastructure projects. While the agency aims to eventually input all projects into the system, including locally funded initiatives, Dizon noted that revalidation efforts—particularly for flood control structures—are ongoing due to issues with inaccurate grid coordinates.“Kaya nga nagsimula tayo sa foreign-assisted projects muna na mas sigurado tayo, habang inaayos pa natin yung mga problema sa mga sistema ng DPWH. Para masiguradong ma-geotag natin nang tama at hindi na magkakamali ng coordinates,” he added.
