Ramon “Bong” Revilla Jr. and six of his co-accused from DPWH Bulacan 1st District Engineering Office (DEO) refused to enter into a plea bargain with prosecutors in connection with their graft case over the alleged P92.8-million ghost flood control project in Pandi, Bulacan.</p><div><a href="https://www.abs-cbn.com/news/nation/2026/2/12/bong-revilla-doj-preliminary-probe-plunder-1501">Bong Revilla: I don’t know how my accusers can sleep</a></div><p>A plea bargain is an arrangement with the prosecution that allows an accused to plead guilty to a lesser offense in exchange for a lighter penalty or the dismissal of other charges.</p><p>Six former officials of the DPWH Bulacan 1st DEO appeared before the Sandiganbayan Fourth Division on Friday for their scheduled preliminary conference, where the prosecution and defense mark exhibits, identify witnesses and stipulate on facts.</p><div><a href="https://www.abs-cbn.com/news/nation/2026/2/9/bong-revilla-arrives-at-sandiganbayan-for-flood-control-case-arraignment-0855">Sandiganbayan enters not guilty plea for Revilla for graft over &#x27;ghost&#x27; flood control project</a></div><p>The court asked if a plea bargain was being considered, but the defense responded in the negative.</p><p>Revilla’s counsel, Francesca Señga, said they have no plans, for now, to file additional motions before the court.</p><p>“Susunod kami sa rulings and orders ng court and we are hoping that the court will proceed to the case impartially,” Señga said.</p><p>Her statement came after the anti-graft court denied all previous motions filed by the accused.</p><p>The court postponed the pretrial scheduled for Feb. 19 pending the continuation of the preliminary conference.</p><p>Former DPWH Bulacan 1st DEO officials Assistant Engr. Brice Hernandez, Engr. Jaypee Mendoza, Engr. Arjay Domasig, Engr. Emelita Juat, Christina Pineda and Juanito Mendoza, earlier pleaded not guilty to the graft charge.</p><p>The court’s Fourth Division, chaired by Associate Justice Michael Musngi, entered a not guilty plea for Revilla, who refused to enter a plea for his graft charge.</p><p>All accused—except Revilla and Juanito Mendoza—also pleaded not guilty before the Sandiganbayan Third Division, which is hearing their malversation case. </p><p>The arraignment of Revilla and Mendoza on that case was reset to Feb. 16.</p><p>Revilla, who waived his appearance in the preliminary conference, was tagged in the flood control scandal after former DPWH Usec.
