<p>MANILA (<strong>UPDATED</strong>) -- Vice President Sara Duterte is facing a fourth impeachment complaint.</p><p>Lawyer Atty. Nathaniel Cabrera filed the complaint against Duterte before the Office of the House Secretary General on Wednesday over alleged culpable violation of the Constitution, betrayal of public trust, graft and corruption, and other high crimes.</p><p>The complaint was filed hours after Duterte announced her <a class="fr-green fr-strong" href="https://www.abs-cbn.com/news/nation/2026/2/18/sara-duterte-to-run-for-president-1102">intent to run for president</a> in the 2028 national elections.</p><div><a class="fr-green fr-strong" href="https://www.abs-cbn.com/news/nation/2026/2/18/sara-duterte-announcement-of-presidential-bid-may-affect-voting-on-impeachment-solon-1629">READ: Sara Duterte announcement of presidential bid may affect voting on impeachment— solon</a></div><p>House Deputy Speaker Francisco Paolo Ortega V and Manila City 6th District Representative Bienvenido Abante Jr. endorsed the fourth complaint.</p><p>The complaint cited as basis Duterte’s previous statement that she supposedly contracted an assassin to &quot;kill&quot; the President, the First Lady, and former House Speaker Martin Romualdez if she gets killed. It also cited as grounds the Vice President’s alleged misuse of confidential funds, and her alleged failure to truthfully and fully declare her assets, liabilities and net worth.</p><p>The complaint further accused Duterte of bribery, and conduct inconsistent with the dignity and duties of the Vice President.</p><p>Among the evidence cited are: the sworn testimony of Ramil Madriaga, who claimed to be Duterte’s bagman; official liquidation and accomplishment reports of the Office of the Vice President and the Department of Education; the Commission on Audit notice of disallowance and audit observations; certifications from the Philippine Statistics Authority regarding alleged confidential fund recipients; and congressional hearing transcripts.</p><p>&quot;We have investigated the Vice President… She should have answered. Now, she has the opportunity to answer,&quot; Abante said.</p><p>The Vice President&#x27;s legal team said on Wednesday night that they have been informed of the filing of the fourth impeachment complaint.</p><p>&quot;The successive filing of complaints does not, by mere repetition, transform allegations into truth,&quot; Duterte&#x27;s legal team said in a statement. &quot;As with the previous complaints, we will address the allegations fully and at the proper time, in accordance with the Constitution and the applicable rules.&quot;</p><div><br/></div><div><strong>FIRST THREE COMPLAINTS</strong></div><p>The first three impeachment complaints filed against Duterte have been pending at the Office of the House Speaker.</p><p>House Senior Deputy Majority Leader Lorenz Defensor said the House Speaker has until March 2nd to include the complaints in the House plenary&#x27;s order of business. </p><div><a class="fr-green fr-strong" href="https://www.abs-cbn.com/news/nation/2026/2/18/proposed-amendments-to-house-rules-done-defensor-1833">READ: Proposed amendments to House Rules &#x27;done&#x27; -- Defensor</a></div><p>The House plenary will then have to refer the complaints to the House Committee on Justice for the impeachment proceeding against Duterte to be considered officially &quot;initiated&quot;.</p><p>&quot;Sisiguraduhin naman namin sa Committee on Rules na walang delay ito para hindi masabing may bias ang Committee on Rules… The last day would be, I think if we are going to include all the three complaints, it will be March 2,&quot; he said.</p>
