MANILA — National Capital Region Police Office chief Anthony Aberin on Tuesday led the final coordinating conference for the 40th anniversary of the EDSA People Power Revolution, as authorities gear up to secure the commemoration event on February 25. Aberin said police units have been reminded to strictly observe police operational procedures, particularly on respecting human rights and exercising maximum tolerance toward rallyists expected to join activities marking the event.“Yung palagi kong sinasabi ay niremind ko lang kanina yung observance ng police operational procedure natin. Yung respect for human rights ng mga kababayan natin na magra-rally and at the same time maximum tolerance,” Aberin said.He said that police officers have been instructed to avoid any physical confrontation.“Dapat kahit na anong mangyari, wala dapat pisikalan on the part of our police officers,” he said.However, Aberin said authorities will not hesitate to act if violence occurs against law enforcers.“The moment na nagkaroon ng dahas o pananakit sa mga pulis natin, of course the PNP will not sit down idly. Yes, we will effect arrest kung may nasaktan tayong mga pulis. Although we will observe maximum tolerance, pag ang mga pulis naman natin ay sinasaktan na, kailangan mag-effect tayo, ipatupad natin ang batas, mag-aaresto po tayo,” he added.Despite political developments, including pronouncements related to Vice President Sara Duterte’s possible political plans and the ongoing International Criminal Court (ICC) proceedings, Aberin said there are no monitored threats to the anniversary events.“Based on the latest threat assessment po natin, wala po tayo namo-monitor na banta sa seguridad sa mangyayaring rally bukas. Pero just the same, continuous po yung pagmo-monitor natin sa other intelligence units para di tayo masingitan,” he said.Aberin also reminded rally participants that while the Constitution protects peaceful assembly and freedom of expression, these rights come with conditions and guidelines.“Sa mga kababayan natin na aattend ng rally bukas, although may batas tayo na nagpo-protect sa peaceful assembly at pagpapahayag ng damdamin, ito po ay may kondisyon at may alituntunin na dapat sundan. Ang PNP ay nandiyan para proteksyunan kayo at siguraduhin ang kaligtasan at seguridad ng bawat isa,” he said.“Pero the moment na lumabag sa alituntunin at sa batas, hindi po tayo mag-aatubili na magpatupad ng pag-aresto sa lahat ng magva-violate sa batas,” he added.Police said they will remain on heightened alert throughout the commemoration to ensure public safety while upholding the rights of citizens participating in the annual observance of the 1986 uprising that restored democracy in the country.The National Capital Region Police Office has deployed 13,448 personnel across Metro Manila for the EDSA Commemoration and the 3rd Trillion Peso March.
