<div><br/></div><div><span class="fr-img-caption fr-fic fr-dib" style="width:960px;display:block" width="960"><span class="fr-img-wrap"><img src="https://od2-image-api.abs-cbn.com/prod/editorImage/177017020455420260203-house-committee-justice-marcos-impeachment-JC9747.jpg" style="width:960px" class="fr-fic fr-dib" width="960"/><span class="fr-inner" style="text-align:left">The House Committee on Justice begins the second day of deliberations on the impeachment complaint filed against President Ferdinand Marcos Jr. at the House of Representatives in Quezon City on February 3, 2026. <em>Jonathan Cellona, ABS-CBN News/File</em></span></span></span></div><p>MANILA — The House Committee on Justice reconvened Wednesday to decide whether or not the impeachment complaints against President Ferdinand Marcos Jr. are sufficient in substance.</p><p>The panel on Monday declared the two impeachment complaints — filed by lawyer Andre de Jesus and another from progressive group leaders and congressmen from the Makabayan bloc — against Marcos sufficient in form.</p><p>The committee on Tuesday tackled the content of the first impeachment complaint filed by De Jesus, which some panel members found to be &quot;<a href="https://www.abs-cbn.com/news/nation/2026/2/3/house-panel-members-see-claims-in-one-impeachment-complaint-vs-marcos-insufficient-in-substance-1845">insufficient in substance</a>.&quot;</p><div><a href="https://www.abs-cbn.com/news/nation/2026/2/2/house-begins-tackling-marcos-impeachment-complaints-1019">House panel finds Marcos impeachment complaints &#x27;sufficient in form&#x27;</a></div><p>De Jesus&#x27; complaint stated the following alleged wrongdoing of Marcos, which the President&#x27;s office has denied or refused to believe to be impeachable offenses:</p><div><br/></div><ul style="list-style-type:circle"><li>The surrender of former President Rodrigo Duterte to the International Criminal Court</li><li>Marcos&#x27; alleged &quot;drug addiction&quot;</li><li>Marcos&#x27; failure to veto unprogrammed appropriations</li><li>Marcos allegedly benefitted from alleged kickbacks from budget insertions and &quot;ghost&quot; flood control projects</li><li>Marcos&#x27; creation of the Independent Commission for Infrastructure to supposedly protect his allies.</li></ul><div><br/></div><p>The House justice panel on Wednesday will meanwhile deliberate on whether or not the second impeachment complaint, filed by activist Liza Maza and progressive House lawmakers, has substance.</p><div><a href="https://www.abs-cbn.com/news/nation/2026/2/3/justice-panel-vote-on-marcos-impeachment-annexes-sparks-debate-1228">Justice panel vote on Marcos impeachment annexes sparks debate</a></div><p>The Maza complaint accuses the President of crafting a budget system that enabled corruption in flood control projects.</p><p>Maza earlier Wednesday admitted that filing an impeachment case against Marcos is an &quot;uphill battle,&quot; noting that Congress is dominated by his allies.</p><div><br/></div><div><strong>PROCESS</strong></div><div><br/></div><p>After the members of the panel discuss the accusations in the second complaint, they will separately vote on the sufficiency in substance of the two impeachment cases.</p><p>If the committee votes that the complaints do not have sufficient substance to advance to the Senate for trial, they will be deemed dismissed, said panel chair Rep. Gerville Luistro. A vote of a third of the House members could however overturn that decision.</p><p>Meanwhile, if the committee rules that the complaints have enough substance, it will require the President to submit a response.
