MANILA — The City Government of Manila has offered P500,000 to the driver of the motorcycle used by the gunman who shot and killed George Capistrano, a 56-year-old retired police officer in Barangay 134, Tondo, Manila, on March 14.Manila Mayor Isko Moreno said the driver has 48 hours to surrender and help capture the victim&#x27;s killer. Kami pong lahat ay nalulungkot,” said Moreno.Capistrano was on his way home shortly before 12 a.m. on Saturday when he was followed by two men on a motorcycle.The suspects tailed him and eventually blocked his path just a few steps from his house. One of the men then opened fire on the victim.Closed-circuit television (CCTV) footage also showed the gunman trying to take something from the victim before fleeing.According to Barangay 134 Chairman Edgardo Bornales in Tondo, the victim’s valuables may have been taken.“Ayon po sa impormasyon na nakarating sa amin ay nakuha po lahat na alahas po niya. Tulad po ng kwentas at bracelet. Iyan po muna kuha sa kanya. Ayon po sa nakarating sa amin, sa may tagiliran po at dito sa may dibdib. Dalawa po tama, dalawa putok po siya,” said Bornales.Another CCTV video obtained by barangay officials showed the suspects had already been trailing Capistrano several streets away.After the shooting, the assailants sped toward Honorio Lopez Boulevard.Moreno appealed directly to the motorcycle driver, urging him to surrender and reveal the identity of the gunman and others who may have been involved in the killing.“If you surrender, i-aalok din namin sa’yo ang isang batas na maaaring makapagbigay ng proteksyon sa’yo under RA 6981, o mas kilala nating WPP, Witness Protection Program for yourself, para sa’yo at sa’yong pamilya. Inaalok kita ng P500,000 para sumuko. Ligtas ka na, buhay ka, payapa ang pamilya mo,” Moreno added.The mayor stressed that the reward and offer of assistance has a deadline.“After 48 hours, wala na po tayong maggagawa but ‘yong normal na trabaho ng pulis. We will not stop. Hahanapin namin kayo. We will make sure as I have promised and committed to the people of Manila, kapag ginawa n’yo sa Maynila, hahalughugin namin ang buong bansa. I hope ‘yong pera n’yong nakuha ay sapat para kayo ay magtago,” he said.The Manila Police District has not released additional details about the case but confirmed that follow-up operations are ongoing to identify and arrest the suspects.Capistrano’s family has declined to grant interviews at this time.
