<div><img src="https://od2-image-api.abs-cbn.com/prod/editorImage/177380330960020160801-sandigan-bayan-JC-2.jpg" style="width:960px" class="fr-fic fr-dib" width="960"/>Sandiganbayan in Quezon City. Jonathan Cellona, ABS-CBN News/File</div><div> </div>MANILA — The Sandiganbayan upheld the graft conviction of several former Philippine National Police (PNP) officials in connection with anomalies in procurement of parts and repair services for police armored assets in 2007.In a resolution promulgated on Monday, the anti-graft court’s Special Fourth Division, chaired by Associate Justice Michael Musngi, denied their motions for reconsideration, affirming the accused are guilty beyond reasonable doubt of violating Section 3(e) of Republic Act 3019 or the Anti-Graft and Corrupt Practices Act.The case tackled irregularities in the procurement of parts and repair services for the PNP’s V-150 light armored vehicles in which the court found that mandatory bidding procedures had been bypassed to favor suppliers.The court affirmed the convictions of Emmanuel Ojeda, Reuel Leverne Labrado, Josefina Dumanew, Analee Forro, Victor Puddao, Henry Duque, Warlito Tubon, Eulito Fuentes, and Alex Barrameda.In his appeal, Ojeda, who served as the Bids and Awards Committee (BAC) chairperson, argued that his actions were merely &quot;routine ministerial acts.”Similarly, Forro asserted she was merely part of the BAC Secretariat and not a regular member. She also argued her signature on critical documents was an &quot;inadvertent, mechanical act&quot; that did not prove bad faith.However, the Sandiganbayan noted that despite technical designations, the &quot;active involvement and endorsement of these critical procurement documents demonstrate... a participatory role in the decision-making process.&quot;The court earlier sentenced the former officials to an indeterminate penalty of six years and one month to 10 years of imprisonment. They were also perpetually disqualified from holding any public office.<div> </div>.
