Sepe Jr., ABS-CBN News/File</span></span></span></div><div><br/></div><p>MANILA — A P16-million Hospital Information System (HIS) procured by the Quezon City government in 2019 was flagged as not fully functional and lacking interoperability, according to a testimony presented Monday before the Sandiganbayan First Division. </p><p>The issue surfaced during the ongoing graft trial of former Quezon City mayor Herbert Bautista over the alleged anomalous purchase of the system. </p><p>Luisito Salvador, health education promotion officer of a private hospital, testified that the HIS supplied by Geodata Solutions Inc. had incomplete modules and failed to integrate key hospital functions upon rollout. </p><p>“Interoperability,” defined by Salvador, is the system that was supposed to connect all hospital processes, including patient registration, clinical services, billing and cashiering, so that data entered in one module would be available in the others.</p><p>He said the system failed to achieve this integration in some modules.</p><p>Salvador added that a report on the system’s status was prepared and submitted in December 2019 to hospital officials and then-Quezon City Mayor Joy Belmonte, who had already assumed office at the time.</p><p>Salvador said officials involved were Bautista and city administrator Aldrin Cuña. </p><p>The defense argued that despite noting deficiencies, Salvador did not recommend terminating the contact within its three-year warranty period.</p><p>He said decisions on contract termination were beyond his authority and that he only submitted his evaluation to hospital management.</p><p>The trial is set to resume on May 4. </p><p>Bautista is accused of entering into a supply and delivery agreement with Geodata Solutions Inc. without authorization from the city council and without an appropriation ordinance. He waived his court appearance on Monday.</p><p>In January 2025, Bautista was convicted of graft alongside Cuña by the Sandiganbayan Special Seventh Division over the release of more than P32 million to an IT firm for an online occupational permitting and tracking system despite no appropriation ordinance. </p><p>Bautista was <a href="https://www.abs-cbn.com/news/nation/2025/12/12/sandigan-acquits-herbert-bautista-of-graft-over-solar-power-project-0929">acquitted over a P25-million payment </a>for the installation of a solar power system and waterproofing works at a city-owned building.</p><div><iframe width="726" height="408" src="https://www.youtube.com/embed/xZ7YR6TPlcs" title="Sandiganbayan acquits Herbert Bautista in P25-M graft case | ANC" frameBorder="0" allowfullscreen=""></iframe><iframe width="726" height="408" src="https://www.youtube.com/embed/JP9FZZR5518" title="Dating QC mayor Herbert Bautista hinatulang guilty sa kasong graft | TV Patrol" frameBorder="0" allowfullscreen=""></iframe></div>
