Ramon “Bong” Revilla Jr. as a project proponent for several projects, including the alleged ghost flood control project in Pandi, Bulacan, in the agency’s amended 2025 budget proposal.</p><div><a href="https://www.abs-cbn.com/news/nation/2025/12/18/former-dpwh-usec-cabral-found-unconscious-after-falling-from-benguet-cliff-police-say-2355">Former DPWH Usec Cabral dies after alleged fall from Benguet cliff</a></div><p>Engr. Peter Paul Cortes, chief of the DPWH Programming Division, took the witness stand during the Sandiganbayan Third Division’s bail hearing on Revilla’s malversation case, Tuesday.</p><p>Cortes told the court that the amended budget proposal, signed by Cabral and former DPWH Secretary Manuel Bonoan, contained an errata dated Sept. 2024, naming Revilla as a proponent of the Pandi, Bulacan project.
