Richard Madelo, Presidential Photo/File</span></span></span></div><p>MANILA <strong>(2nd UPDATE) </strong>— The Anti-Money Laundering Council (AMLC) on Wednesday confirmed that it had received reports of &quot;suspicious&quot; and &quot;covered&quot; bank transactions amounting to P6.77 billion linked to Vice President Sara Duterte and her husband, lawyer Manases Carpio, during a period of nearly two decades.</p><p>The AMLC, together with other agencies and personalities, attended the House Committee on Justice&#x27;s Wednesday hearing to answer clarificatory questions regarding Duterte&#x27;s alleged unexplained wealth, which is among the accusations related to her impeachment case.</p><p>The panel subpoenaed the AMLC to produce reports on allegedly shady bank transactions involving Duterte and Carpio from 2006 to 2025.</p><div><a href="https://www.abs-cbn.com/news/nation/2026/4/22/third-house-impeachment-hearing-focuses-on-sara-duterte-s-wealth-0800">Sara Duterte&#x27;s alleged unexplained wealth is focus of 3rd House impeachment hearing</a></div><p>In a letter submitted to the chairperson of the panel, AMLC provided the total number of Suspicious Transaction Reports (STRs) and Covered Transactions Reports (CTRs) under Duterte and Carpio during the said period as well as the total amount involved in the transactions. The figures were also shown in the hearing.</p><div><a href="https://www.abs-cbn.com/news/nation/2026/4/22/ombudsman-sara-duterte-saln-house-panel-impeachment-1050">Sara Duterte SALNs from 2019 to 2024 had no declared cash on hand, bank deposits</a></div><p>AMLC data showed that there had been 33 &quot;suspicious&quot; transactions under Duterte and Carpio from 2006 to 2025.</p><p>Regardless of the amount, bank transactions are deemed &quot;suspicious&quot; if the money is unjustified, the client is not properly identified, or the amount does not match with the business or financial capacity of a client, among other circumstances, according to AMLC.</p><p>Moreover, a total of 630 transactions under Duterte and Carpio were considered &quot;covered,&quot; which means a transaction of more than P500,000 was made in one banking day.</p><p>The agency&#x27;s summary also showed that the total cash flow in the flagged transactions reached P6.77 billion. Of the amount, P4.425 billion entered their bank accounts while P1.554 billion was released from their accounts.</p><p>Some P791 million in transactions were meanwhile categorized as &quot;undetermined&quot; because the old AMLC system could not classify transactions as inflow or outflow.</p><p>A separate AMLC report noted that Duterte&#x27;s accounts had &quot;generated a total of 371 large transactions and 30 suspicious transactions from 13 October 2005 to 28 January 2026, with transaction amounts reaching as high as Php55.158 million.&quot;</p><p>It added that transactions involving other parties&#x27; accounts in which Duterte had been identified as beneficiary or counterparty had 15 &quot;large transactions&quot; and one &quot;suspicious transaction&quot; from June 20, 2006 to April 2, 2025, with amounts reaching up to P7.44 million.</p><p>During the same hearing, it was revealed that Duterte had no declared cash and bank deposits in her Statement of Assets, Liabilities, and Net Worth (SALNs) from 2019 to 2021, her final years as Davao City mayor, even though she did declare them previously.</p><p>The documents also showed that Duterte had not disclosed cash and bank deposits in her SALNs from 2022 to 2024, or during the first years of her vice presidency.</p><p>A review of her SALNs showed that her net worth — the total of real and personal assets less the total of liabilities — grew from P7.25 million in 2007 to P88.512 million in 2024.</p><p>Duterte jointly filed her SALNs with her husband.</p><p>Meanwhile, lawyers aligned with the Vice President slammed the House Committee on Justice hearing covering Duterte&#x27;s supposed bank transactions amounting to P6.77 billion.</p><p>The lawyers, who filed G.R. No. E-05546 before the Supreme Court seeking a stop in the House committee proceedings, said the Committee again &quot;entertained and used matters outside the complaints, including post-filing affidavits, later-produced SALNs, AMLC-related materials, and corporate and tax documents concerning entities not even alleged in the original complaints.&quot;</p><p>&quot;The public is being asked to react to words such as &#x27;AMLC,&#x27; &#x27;suspicious,&#x27; &#x27;billions,&#x27; and &#x27;Sara Duterte,&#x27; as though those labels alone already establish wrongdoing,&quot; said the group which includes lawyers Israelito P. Torreon, Vic Rodriguez, Rescie Angelli Rizada-Nolasco, Martin Delgra III, Wendel Avisado, James Patrick Bondoc, Raul Lambino, Luna Maria Acosta-Manlitoc, and Jesus Hinlo Jr., and Dr. Richard Mata.</p><p>&quot;An AMLC report is not a conviction. It is not proof of plunder. It is not proof of malversation. It is not proof that public funds entered a personal account. At most, it is an investigative lead. Without a clear and lawful money trail, the repeated use of big figures and broad date ranges is not proof. It is theater.&quot;</p><p>The group said it is alarmed by the Committee’s reliance on SALNs that were not originally attached to the impeachment complaints and that cover periods when Duterte was not even yet the Vice President.</p><p>&quot;The same is true of the AMLC-related presentation, which reportedly covered transactions over many years, including periods outside her current term. This is constitutionally significant.
