Maria Tan , ABS-CBN News" width="960"/><span class="fr-inner" style="text-align:left">Members of Bagong Alyansang Makabayan hold a protest at the Camp Aguinaldo EDSA Gate along Boni Serrano in Quezon City on Friday, April 24, 2026, to condemn the alleged Toboso massacre in Negros Occidental. <em>Maria Tan, ABS-CBN News</em></span></span></span></div><p>MANILA — The Communist Party of the Philippines (CPP) on Monday said nine of those who died in the military operation in Toboso, Negros Occidental were noncombatants, contrary to the claim of the Armed Forces of the Philippines (AFP).</p><p>In a <a class="fr-green fr-strong" href="https://philippinerevolution.nu/statements/on-the-toboso-massacre/">statement</a>, the CPP said the nine fatalities, which include journalist RJ Nichole Ledesma of Paghimutad‑Negros, and University of the Philippines University Student Council officer Alyssa Alano, were “killed despite the fact they were unarmed or non-combatants”.</p><p>“Based on the initial information we have gathered, they were killed despite the fact they were unarmed or non-combatants. Among them are a journalist, a student leader, peasant organizers, overseas human rights workers and local residents. Two of the victims were children,” it added.</p><p>Two American citizens were also reported among the fatalities in the military operation, which was condemned by several progressive groups and student organizations.</p><p>The CPP also paid tribute and named the 10 members of the New People’s Army (NPA) who were also killed in the military operation.</p><p>The AFP and the Philippine Army earlier rejected claims that some of those killed in the clash were civilians.</p><p>The Philippine Army said such claims “deserve closer scrutiny rather than outright acceptance,” noting that the presence of individuals at an active encounter site—armed and engaged in firefights with soldiers—raises serious questions.</p><div><a class="fr-strong" href="https://www.abs-cbn.com/news/nation/2026/4/23/defense-officials-reject-claims-civilians-were-killed-in-negros-occidental-clash-1534">READ: Defense officials reject claims civilians were killed in Negros Occidental clash</a></div><p>Malacañang likewise said it will not interfere with the investigation of the Commission on Human Rights (CHR) into the Toboso military operation.</p><div><a class="fr-strong" href="https://www.abs-cbn.com/news/nation/2026/4/27/palace-chr-probe-into-toboso-military-operation-won-t-be-blocked-1632">READ: Palace: CHR probe into Toboso military operation won’t be blocked</a></div>
