Ramon “Bong” Revilla Jr. and several officials from the DPWH Bulacan 1st District.</p><p>The order came after Kenneth Fernandez, officer-in-charge district engineer of the DPWH 1st District Engineering Office in Bulacan, testified that he found “completed” structures at a site in Pandi, Bulacan that he inspected with the assistance of accused DPWH engineer Arjay Domasig.</p><p>However, Fernandez said the area Domasig brought them to did not match the coordinates listed in the project detail matrix for the flood control project material in the case.</p><div><a class="fr-green fr-strong" href="https://www.abs-cbn.com/news/nation/2025/9/19/philippines-ghost-flood-projects-leave-residents-stranded-1129">Philippines &#x27;ghost&#x27; flood projects leave residents stranded</a></div><p>During the hearing, Fernandez plotted on Google Earth the stretch of the project site he said was being referred in the case, using the coordinates from the project detail matrix.</p><p>He said there are no visible structures and only bushes were found in the area.</p><p>Fernandez also plotted the other site he inspected with Domasig, which he said was located near the actual site that matched the coordinates cited in the case.</p><p>To address the discrepancy, the court ordered Jason Cruz, the DPWH records custodian named by Fernandez, to submit the documents related to the other project site by Wednesday.</p><div><a class="fr-green fr-strong" href="https://www.abs-cbn.com/news/nation/2025/8/19/dpwh-chief-admits-existence-of-ghost-flood-control-projects-vows-probe-1233">DPWH chief admits existence of &#x27;ghost&#x27; flood control projects, vows probe</a></div><p>On Monday, Ivan Samson, an agent of the National Bureau of Investigation assigned to the Bulacan District Office, testified that he was also assisted by Domasig to a project site around November 2025, where he only observed partial concrete capping.</p><p>He previously said that although the project received a notice to proceed on April 8, 2025, it was reported to be 95.17 percent complete after just 21 days, which he described as a rapid timeline for a project of that scale.</p><p>Samson returned to the witness stand on Tuesday, the first day of trial for the graft charges against Revilla.</p><p>During cross-examination, Samson admitted he did not independently verify the claims made by former Department of Public Works and Highways (DPWH) Usec. Roberto Bernardo during a Senate Blue Ribbon Committee hearing, which alleged that Revilla received kickbacks in exchange for endorsing flood control projects, including the Pandi, Bulacan project.</p><p>He earlier said Bernardo&#x27;s testimony became the basis for including Revilla as a respondent in the case.</p><p>However, the prosecution clarified it still has additional evidence linking Revilla to the project, including the testimonial evidence of Bernardo’s driver.</p><p>Anthony Balisi, counsel for Revilla, said that his client is not concerned regardless of whether the project is deemed a ghost project or not.</p><p>“Whether the prosecution asserts it is ghost… or a completed project… we have no participation whatsoever or knowledge in that particular project,” Balisi said.</p><div><a class="fr-green fr-strong" href="https://www.abs-cbn.com/news/nation/2026/4/6/revilla-supporters-oppose-bernardo-s-state-witness-status-1208">Revilla supporters oppose Bernardo’s state witness status</a></div><p>“His name, his signature or anything there (in the documentary evidence presented by prosecution so far) does not link him.
