Jonathan Cellona, ABS-CBN News/File</div>MANILA — The Department of Education (DepEd) announced on Tuesday that private schools may temporarily implement blended learning or continue five days of in-person classes in response to the national energy emergency.<div><a class="fr-green fr-strong" href="https://www.abs-cbn.com/news/nation/2026/3/24/marcos-declares-state-of-national-energy-emergency-1927">READ: Marcos declares state of national energy emergency</a></div>The agency said the measure is pursuant to the declaration of President Ferdinand Marcos Jr. of the State of National Energy Emergency, and that it recognizes the need for the private education sector to mitigate the impact of rising energy and operating costs.&quot;Private schools may continue to implement either of the following modalities to reduce operational energy consumption: five days of in-person classes, or blended learning,&quot; the agency stated in a memorandum.DepEd defined blended learning as “a flexible approach to learning delivery that combines face-to-face classroom instruction, which remains the default modality, with remote learning.&quot;The policy covers Kindergarten to Grade 12, where remote sessions may be conducted synchronously or asynchronously, with or without the use of digital technology.Under the memorandum, private schools adopting blended learning do not require prior approval if they follow the model. Schools must, however, report the changes to their respective Schools Division Offices.&quot;Private schools adopting this modality shall report such changes to their respective schools division offices (SDOs) at least five days prior to implementation,&quot; the agency said.&quot;Reports must include the modified class program and concrete plans to ensure that the school will continue to meet the required learning standards,&quot; the memo further stated.<div><a class="fr-green fr-strong" href="https://www.abs-cbn.com/news/nation/2026/3/16/expert-urges-hybrid-classes-gatherings-amid-middle-east-conflict-1727">READ: Expert urges hybrid classes, gatherings amid Middle East conflict</a></div>The guidance for blended learning emphasizes that it should only be adopted if the school can continue to meet required learning standards, considering factors such as “learner readiness and developmental stage,” “learner and home access to devices, learning facilitators, and support,” and “teacher capacity to design and facilitate learning.”Private schools are further encouraged to adopt flexible work arrangements for teaching and nonteaching personnel, provided that student learning and core school services remain uninterrupted.&quot;The flexibility in learning and training delivery modalities described in this Memorandum shall only be allowed until the State of National Energy Emergency, as declared under EO 110, s. 2026, is officially lifted by the President,&quot; the DepEd clarified.
