Armed men were seen on the second floor of the Philippine Senate after consecutive gunshots were heard on the evening of May 13, 2026. The source of the gunshots remains unknown and is still being investigated.
The National Bureau of Investigation confirmed on Wednesday that it may serve the arrest warrant, issued in connection with the crimes against humanity case at the International Criminal Court, at any time today.

Maria Tan, ABS-CBN News</div>MANILA — The driver of the National Bureau of Investigation (NBI) who was arrested last week following the gunfire incident at the Senate has been temporarily released after posting bail Monday afternoon. The suspect, identified as alias &quot;Mel Oragon,&quot; posted bail amounting to P80,000 for violation of the Comprehensive Firearms and Ammunition Regulation Act, and P36,000 for direct assault.Oragon was accused of firing a weapon within the vicinity of the Senate on Wednesday. However, authorities said no firearm was recovered from him at the time of his arrest.Police said items seized from the suspect included a sling bag containing live ammunition and magazines loaded with live rounds.The suspect also tested positive for gunpowder nitrates, but investigators stressed that the result is not conclusive and serves only as corroborative evidence in the ongoing probe.<div><a class="fr-green fr-strong" href="https://www.abs-cbn.com/news/nation/2026/5/18/nbi-driver-linked-to-senate-shooting-tests-positive-for-gunpowder-nitrates-0018">READ: NBI driver linked to Senate shooting tests positive for gunpowder nitrates</a></div>NBI Director Atty. Melvin Matibag has already clarified that Oragon is not an official employee of the agency.According to Matibag, the suspect was only a volunteer and did not have access to the alleged firearm during the time of incident. &quot;Doon sa katanungan kung humawak [siya] ng baril, &#x27;yung nakita na naglalakad, pinahawak. Pero &#x27;yung actual naman na pangyayari, wala naman siyang access doon sa baril na hawak-hawak niya,&quot; Matibag said during a press briefing in Malacañang last Thursday.
