<p>MANILA — The head of the Quality Assurance Section (QAS) of the Department of Public Works and Highways (DPWH) office linked to the alleged P92.8-million “ghost” flood control project in Pandi, Bulacan testified Wednesday that no approved construction materials test report was attached to the project’s progress billing.</p><p>Engineer Ferdinand Vergara Jr., chief of the Quality Assurance Section of the DPWH Bulacan First District Engineering Office, took the witness stand anew before the anti-graft court’s Third Division in the malversation case involving former Senator Ramon “Bong” Revilla Jr. and six other respondents.</p><p>During questioning by Associate Justice Karl Miranda, Vergara said he reviewed all documents related to the project’s construction materials and found that no approved materials test report was included in the progress billing documents despite this being a required prerequisite for the release of monthly payments.</p><p>“What are your findings? Was the procedure followed?” Miranda asked.</p><p>“Doon sa procedure, your honor, wala pong naka-attach na test result dito sa hawak ko… sa progress billing,” Vergara replied.</p><div><span class="fr-video fr-deletable fr-fvc fr-dvb fr-draggable" contenteditable="false" draggable="true"><iframe src="https://www.facebook.com/plugins/video.php?height=314&amp;href=https%3A%2F%2Fwww.facebook.com%2Freel%2F2206081610170263%2F&amp;show_text=false&amp;width=560&amp;t=0" width="560" height="314" style="border:none;overflow:hidden" scrolling="no" frameBorder="0" allowfullscreen="" class="fr-draggable"></iframe> </span>Vergara cited DPWH Department Order No. 11, which outlines the checklist of supporting documents required for progress billings, including materials test reports or quality test results and certificates of materials quality testing, if applicable.</div><p>He explained that the materials test report should first be signed by the DPWH materials engineer before being reviewed by the project engineer to ensure completeness of the documents. The chief of construction then conducts the final review.</p><p>According to Vergara, the materials engineer is also responsible for verifying the presence of approved materials test reports before signing the monthly certificate of payment.</p><div><a href="https://www.abs-cbn.com/news/nation/2026/5/12/dpwh-starts-demolition-of-substandard-bulacan-dike-vows-stronger-flood-control-project-1830"><strong></strong>DPWH starts demolition of ‘substandard’ Bulacan dike, vows stronger flood control project</a></div><p>When asked whether the project engineer certifies the project’s completion rate in the certificate, Vergara answered in the affirmative.</p><p>In the questioned project, Emelita Juat served as materials engineer, while Arjay Domasig was the project engineer.
