Rodolfo Ordanes introduced House Bill No. 5187, or the proposed Expanded Senior Citizens Act of 2010, proposing a graduated increase in senior citizen discounts as beneficiaries grow older.</p><p>The bill proposes to add five percent to the 20-percent senior citizen discount for every additional decade in age, beginning at 70.</p><p>“As senior citizens advance in age, their expenses for healthcare, maintenance medicines, mobility assistance, and daily living substantially increase, while their capacity to earn income steadily declines,” Ordanes explained.</p><p>“The proposed graduated discount system seeks to provide additional relief precisely when it is needed most,” he added.</p><div><a href="https://www.abs-cbn.com/news/nation/2026/3/10/calls-to-fund-senior-citizens-long-term-care-resound-in-house-panel-meeting-2054">Calls to fund senior citizens’ long-term care resound in House panel meeting</a></div><p>Meanwhile, House Bill 5862, or the proposed Public Nursing Home Act of 2025 proposed by Manila 3rd District Rep. Joel Chua, mandates the establishment of public nursing homes for the elderly in every city and municipality in the country.</p><p>He said the goal is doable and can see the establishment of public nursing homes in priority areas in a span of five years.</p><p>“These nursing homes for elderly who are abandoned, homeless, and without family or kin to care for them are a moral imperative,” Chua said.</p><p>The lawmaker maintained that the nursing homes should have suitable facilities, rooms, and spaces for the elderly, basic utilities for electricity and water, qualified staff, basic health and recreational facilities, and an administrative office.</p><p>He added that the institutions’ bed capacity should be proportionate to the elderly population size.</p><p>They will be jointly managed by the local Office of Senior Citizens Affairs and the Social Welfare Office, while the Department of Social Welfare and Development (DSWD) and National Commission of Senior Citizens (NCSC) provide technical assistance and supervision, the bill proposes.</p><div><a href="https://www.abs-cbn.com/news/business/2026/2/24/house-panel-advances-bills-on-jobs-pensions-protections-for-senior-citizens-1956">House panel advances bills on jobs, pensions, protections for senior citizens</a></div><div><br/></div><div><strong>RELATED VIDEO:</strong></div><div style="text-align:center"><iframe width="560" height="315" src="https://www.youtube.com/embed/fX-j598jBuM?si=hW2OronJ94NgSjLa" title="YouTube video player" frameBorder="0" allowfullscreen=""></iframe></div>
