Senator Alan Peter Cayetano speaks to the media during a press briefing on Wednesday, May 13, 2026. According to Cayetano, it was unclear on Sunday night whether Senator Ronald Dela Rosa would attend the Senate session; he was only informed on Monday morning that Dela Rosa was already on his way, prompting transport arrangements to the Senate.
Dela Rosa said he was advised to ride a van arranged for him, with both senators stressing that there was nothing illegal about the arrangement.

Pinag-uusapan papalitan. I am at your service and I am at your disposal. Show me 13 hands or 13 signatures, I will even administer your oath if you want to,&quot; Cayetano said. </p><p>There was no change in leadership on Monday. Cayetano also stressed that the majority remains solid: &quot;Buo yung 13, sa 13 walang onsehan.&quot;</p><p>Cayetano also denied that the Senate&#x27;s credibility has diminished. It was during his first week as Senate President that the May 13 gunfire in the complex happened. </p><p>He said the Senate&#x27;s reputation went down when the flood control issue began.  </p><p>He also took offense at a particular comment. </p><p>&quot;Judge me as Senate President every single day, every single week… pero yung inuunahan, &#x27;di pa nga nag-uumpisa fresh start na, medyo foul naman yun,&quot; he remarked. </p><p>Cayetano said there should be an &quot;independent Senate&quot; to address problems such as inflation and education. </p><p>&quot;Twenty-four tayo.
