Jinggoy Estrada and former Public Works Secretary Manuel Bonoan were granted temporary liberty after the Sandiganbayan ordered their arrest for graft.</div><p>The anti-graft court’s Second Division issued arrest orders for Estrada and Bonoan, in connection with a graft case stemming from alleged budget insertions and kickback schemes involving flood control projects worth P573 million.</p><p>This comes a day after the Office of the Ombudsman filed plunder and two counts of graft charges against the respondents.</p><div><a href="https://www.abs-cbn.com/news/nation/2026/5/29/surrender-or-arrest-jinggoy-estrada-given-two-options-after-plunder-case-filing-dilg-1002">Jinggoy Estrada’s options: Surrender or face arrest — DILG </a> </div><p>“Posting bail is a legal remedy available to me under our justice system, and I intend to avail myself of every lawful means to defend myself and clear my name,” Estrada, who paid bail of P90,000, said in a statement.  </p><div><span class="fr-video fr-deletable fr-fvc fr-dvb fr-draggable" contenteditable="false" draggable="true"><iframe width="640" height="360" src="https://www.youtube.com/embed/UxZy04CUKGs?&amp;wmode=opaque&amp;rel=0" frameBorder="0" allowfullscreen="" class="fr-draggable"></iframe></span><br/><br/></div><p>The two are also facing another graft charge and a non-bailable plunder case before the Sandiganbayan Fifth Division.</p><p>Presiding Justice Geraldine Econg said the court’s Fifth Division would first consider a motion filed by Estrada’s lawyers seeking to withdraw the warrant of arrest before issuing any hold departure order or warrant against the respondents.</p><p>&quot;In our case kasi with the Second Division, we acted on the case before the motions were filed kaya when we look at the case, walang pending… so we had a deliberation na right away we discuss the probable cause,” said Econg, who also chairs the court’s Second Division.</p><p>Estrada reiterated that the allegations against him are baseless and false. </p><p>“Umaasa ako sa patas na pagtrato, due process, at pagiging walang kinikilingan sa pagdinig ng kasong ito. They also argued that the charges failed to clearly establish offenses committed by the senator.</p><p>“We kind of understand that what we filed was extraordinary. But we hope the justices of the Sandiganbayan will understand that our client has not received a copy of the Ombudsman resolution charging him with crimes,” Estrada’s counsel said.</p><div><br/></div><div><strong>NON-BAILABLE PLUNDER</strong></div><div><strong> </strong></div><p>A different body — the Sandiganbayan Fifth Division — is handling Estrada&#x27;s separate non-bailable plunder case and another count of graft related to the flood control scandal.</p><p>The Fifth Division said it was considering the motions filed by Estrada’s camp before it issues a warrant of arrest.</p><p>Estrada was dragged into the controversy after former DPWH-Bulacan District Engineer Brice Hernandez accused him of receiving 30-percent kickbacks from flood control projects in Hagonoy, and Malolos, Bulacan in 2025, which the senator denied.</p><div><a href="https://www.abs-cbn.com/news/nation/2026/5/26/jinggoy-estrada-on-looming-plunder-case-so-be-it-1721">Jinggoy Estrada on plunder case: ‘So be it’</a></div><p>Ombudsman prosecutors later claimed that public funds were “deliberately funneled” into infrastructure projects in exchange for predetermined commission fees.</p><p>The criminal information also alleged that the accumulated sum of illicit payouts was delivered to Estrada.</p><p>Estrada was a co-accused in the jueteng plunder case involving his father, former President Joseph Estrada, but was acquitted in 2007.</p><p>He was also acquitted in 2024 by the anti-graft court of plunder charges over the alleged misuse of P183 million in Priority Development Assistance Fund (PDAF) allocations.</p><p>The anti-graft court also reversed his direct and indirect bribery conviction in the same year.</p><p>He is still currently facing 11 counts of graft over PDAF.</p><div><br/></div><div><strong>BONOAN</strong></div><div><br/></div><div class="twitter-tweet twitter-tweet-rendered" style="display:flex;max-width:560px;width:100%;margin-top:10px;margin-bottom:10px"><span class="fr-video fr-deletable fr-fvc fr-dvb fr-draggable" contenteditable="false" draggable="true"><iframe src="https://www.facebook.com/plugins/video.php?height=314&amp;href=https%3A%2F%2Fwww.facebook.com%2Freel%2F989456966778419%2F&amp;show_text=false&amp;width=560&amp;t=0" width="560" height="314" style="border:none;overflow:hidden" scrolling="no" frameBorder="0" allowfullscreen="" class="fr-draggable"></iframe></span><br/></div><script async="" src="https://platform.x.com/widgets.js" charSet="utf-8"></script><p>Bonoan also showed up at the Sandiganbayan to post bail. </p><p>Former DPWH Undersecretary Roberto Bernardo had claimed that Bonoan gave the go signal to give budget insertions to other lawmakers and public officials.</p><p>Bonoan, who was at the DPWH’s helm from 2022 to 2025, has denied the allegations.</p><p>“I completely deny.
