MANILA - The National Bureau of Investigation (NBI) on Thursday confirmed that it received sworn statements from state witnesses who countered the claims of lawyer Levi Baligod regarding the Priority Development Assistance Fund (PDAF) scam.Marina C. Sula and Mary Arlene B. Baltazar, both state witnesses under the Witness Protection Program (WPP) of the Department of Justice (DOJ), disputed Baligod&#x27;s claim that he resigned as counsel for whistleblower Benhur Luy in 2014 due to disagreements with the administration’s alleged “selective prosecution” of politicians involved in the PDAF scam. <div><a href="https://www.abs-cbn.com/news/nation/2026/2/26/lawyer-refers-affidavit-of-ex-marines-vs-lawmakers-gov-t-officials-to-ombudsman-1349">Lawyer refers affidavit of &#x27;ex-Marines&#x27; vs lawmakers, gov&#x27;t officials to Ombudsman</a></div>The sworn statements were formally transmitted to the Office of the NBI Director through counsel. The NBI said the witnesses said Baligod’s services as counsel for Luy and Merlina Suñas were terminated.The affidavits also contained allegations that Baligod allegedly exercised influence in identifying which lawmakers would supposedly be included in succeeding investigations related to the PDAF scam. <div><a href="https://www.abs-cbn.com/news/nation/2026/3/17/-ex-marines-reappear-before-nbi-1037">‘Ex-Marines’ reappear before NBI</a></div>&quot;According to the witnesses, they are executing the sworn statements to correct what they described as misleading claims and to remove any aspersions cast against government agencies involved in the investigation,&quot; the NBI said.The NBI said that the sworn statements now form part of official records received by the Bureau and will be evaluated in accordance with existing laws, rules, and procedures.Baligod has yet to issue a statement regarding the state witnesses&#x27; allegations, as of posting.
