Col. Rafael Dumlao III insisted Wednesday he was already acquitted in the 2016 killing of South Korean businessman Jee Ick Joo.</p><div><a href="https://www.abs-cbn.com/news/nation/2026/6/9/rafael-dumlao-mastermind-in-slay-of-jee-ick-joo-is-arrested-0930">Mastermind in Jee Ick Joo slay case arrested</a></div><p>“Acquitted ako. Ako ang naka-solve niyan, ako ang nag-attempt na mag-rescue nung tao,” the alleged mastermind of the crime told ABS-CBN News after being transferred by the PNP-CIDG to the New Bilibid Prison in Muntinlupa.</p><p>While a lower court acquitted Dumlao in 2023, an appellate court overturned that acquittal in 2024.</p><p>PNP CIDG-NCR chief Col. John Guiagui emphasized the higher courts had found Dumlao guilty beyond reasonable doubt.</p><p>“Kung sinasabi man niyang acquitted siya sa lower court, meron tayong Court of Appeals, meron tayong Supreme Court. And may higher court na nagsasabi na siya [ay] guilty beyond reasonable doubt. Meron din kaukulang parusa sa kanya. So sabi niya yun but again meron tayong judicial process. At ang sinasabi naman doon sa mas mataas na hukuman ay guilty siya,” he added.</p><p>The PNP-CIDG formally turned over Dumlao to the Bureau of Corrections at around 10 a.m. on Wednesday, June 10, a day after authorities announced his arrest.</p><p>“Kahapon nga natin nahuli ito at agad-agad natin pinuntahan yung (Court of Appeals) for the return of warrant and [para] makakuha tayo ng commitment order niya. So yung ibinigay na commitment order niya is diretsyo na siya dito sa Bilibid Prison because meron na palang hatol sa kanya,” Guiagui explained.</p><p>When asked why Dumlao was seen without handcuffs inside the Court of Appeals last Tuesday, Guiagui cited medical reasons.</p><p>“Nung prinesent namin kahapon kasi sa tagal namin, mainit, nahihilo siya, pinatanggal muna yung posas niya para [sa] vertigo at yung asthma niya.”</p><p>Guiagui also revealed that Dumlao shook his hand during the turnover and expressed a desire to send a message to the South Korean community.</p><p>“Actually kanina kinamayan niya ako dahil kami yung nakakuha sa kanya, yung CIDG yung nakakuha sa kanya. At the same time pinapaabot niya sa Korean community for the closure ng kaso ni Jee Ick Joo and for him to redeem himself,” he said.</p><p>Dumlao has been sentenced to a minimum of 30 years in prison. </p><div><br/></div><div><strong>ADMISSION PROCEDURES</strong></div><p>Dumlao wnet through standard admission and processing procedures at the New Bilibid Prisonfollowing his transfer to the national penitentiary on Wednesday, according to Bureau of Corrections (BuCor) Director General Gregorio Pio Catapang Jr..</p><p>Catapang said Dumlao will undergo comprehensive protocols to ensure both his welfare and the safety of other persons deprived of liberty (PDLs) inside the prison facility.</p><p>Dumlao was placed in a regular quarantine cell at the Reception and Diagnostic Center (RDC), where he will remain under medical observation for at least five days. </p><p>As part of the admission process, prison officials will also conduct an interview to gather personal information needed for the completion of his Personal Registration Form, including details of relatives and individuals authorized to visit him while in custody.</p><p>The Identification Unit will then take Dumlao’s fingerprints and the Photography Unit will take his mugshots and other photographs for his prison dossier.</p><p>After completing these requirements, Dumlao will be assigned a unique PDL number that will serve as his official identifier within the correctional system.</p><p>Following the quarantine period, Dumlao will be transferred to a regular cell designated by prison authorities. He will then undergo a 55-day orientation, diagnostic, and classification process aimed at facilitating his integration into the prison community.</p><p>During the mandatory orientation, Dumlao will be briefed on prison rules and regulations, inmates’ rights and privileges, rehabilitation programs, healthcare services, time allowances, and grievance mechanisms available to PDLs.</p><div><br/></div><p>Catapang said the RDC plays a crucial role in determining the initial classification of every inmate admitted to the national penitentiary.
