Maria Tan, ABS-CBN News</span></span></span></div><p>MANILA -- The Ombudsman has ordered Senators Alan Peter Cayetano and Robin Padilla and suspended Office of the Senate Sergeant-at-Arms Mao Aplasca to submit an explanation on the obstruction of justice complaint filed by Tindig Pilipinas.</p><p>In an Ombudsman order dated June 23, the respondents were directed to file their counter-affidavits within a non-extendible period of 15 days.</p><p>Tindig Pilipinas filed the complaint against them over their supposed involvement in the “escape” of Senator Ronald &quot;Bato&quot; Dela Rosa from the Senate premises amid an International Criminal Court (ICC) arrest warrant against him.</p><div><a class="fr-strong" href="https://www.abs-cbn.com/news/nation/2026/6/3/cayetano-padilla-aplasca-face-obstruction-of-justice-complaint-over-dela-rosa-s-escape-1136">Cayetano, Padilla, Aplasca face obstruction of justice complaint over Dela Rosa’s escape</a></div><p>“If the respondents do not file their counter-affidavits within the reglementary period despite due notice, or cannot be served with or refuses to receive this order to file counter-affidavit, the complaint shall be deemed submitted for resolution and no further pleadings or documents shall be entertained,” the order stated.</p><p>“No motion for extension of time, motion to dismiss, motion for bill of particulars, or any other dilatory motions and pleadings shall be entertained,” it added.</p><p>In May, Dela Rosa went to the Senate after months of hiding amid an impending arrest warrant from the International Criminal Court (ICC) due to his role in the brutal drug war of the administration of former President Rodrigo Duterte. Dela Rosa was the Philippine National Police chief when the war on drugs was launched.</p><div><a class="fr-strong" href="https://www.abs-cbn.com/news/nation/2026/5/11/bato-dela-rosa-returns-to-senate-after-months-long-absence-1522">Bato dela Rosa returns to Senate after months-long absence</a></div><p>He then sought the upper chamber&#x27;s “protective custody&quot; before disappearing following a shooting incident between the Senate security personnel and the National Bureau of Investigation.</p><p>Cayetano, then-Senate president, later confirmed that Padilla accompanied dela Rosa in leaving the Senate premises.
