Ronald Dela Rosa, who faces crimes against humanity case before the International Criminal Court.</div><p>The ICC last May 11 unsealed a warrant for the arrest of Dela Rosa, former President Rodrigo Duterte&#x27;s chief drug war implementer, after he <a href="https://www.abs-cbn.com/news/nation/2026/5/11/bato-dela-rosa-returns-to-senate-after-months-long-absence-1522">made a surprise appearance </a>on the same day in the Senate.</p><p>Law enforcers failed to arrest Dela Rosa on May 11 and his allies in the Senate quickly put him under protective custody. He also immediately sought relief before the Supreme Court against his international warrant.</p><p>But after a rare shootout rocked the Senate, Dela Rosa sneaked out of its premises in the wee hours of May 14.</p><div><a href="https://www.abs-cbn.com/news/nation/2026/5/29/marcos-debunks-rumored-jonvic-sacking-i-think-somebody-wants-his-job-1432">Marcos debunks rumored Jonvic sacking: &#x27;I think somebody wants his job&#x27;</a></div><p>In an interview on ANC, Remulla admitted that they had made lapses in making sure that Dela Rosa would not escape government custody.</p><p>&quot;That was the haze in the fog of war when everything was going on.
