Alliance of Health Workers Facebook page</span></span></span></div><p>MANILA — The Professional Regulation Commission has suspended the medical license of social media personality Lorraine Badoy-Partosa for failing to meet the standards of propriety and decorum for the profession.</p><p>The Alliance of Health Workers, among the complainants against Badoy-Partosa, called the Professional Regulatory Board of Medicine&#x27;s decision &quot;partial justice&quot; for health workers and others that she had &quot;red-tagged&quot; — accused of participation in the armed communist insurgency — and had exposed to harassment. </p><p>In its ruling on two sets of complaints, the Board of Medicine suspended Badoy-Partosa&#x27;s certificate of registration for six months for unethical and unprofessional conduct.</p><p>It said that Badoy-Partosa, &quot;being a member of the esteemed profession of physicians, is bound by higher standards of propriety and decorum.&quot;</p><div><a href="https://www.abs-cbn.com/news/2024/2/29/badoy-guilty-of-indirect-contempt-over-red-tagging-of-judge-1133">Badoy guilty of indirect contempt over red-tagging of Manila judge<br/></a></div><p>It also said that Badoy-Partosa — a former Palace official and a former spokesperson for the anti-communist task force — had a responsibility towards the profession, and to colleagues and allied health workers &quot;despite not being engaged in the strict practice of medicine.&quot;</p><p>AHW said health workers filed their complaint in April 2022 after Badoy accused the organization of being &quot;a creation of the [Communist Party of the Philippines-New People&#x27;s Army-National Democratic Front] with the aim of infiltrating the government&quot; in a statement posted on the Facebook page of the National Task Force to End Local Communist Armed Conflict.</p><p>She later also accused former AHW officers Robert Mendoza and Benjamin Santos of being &quot;operatives and cadres of the CPP-NPA-NDF.&quot;</p><p>The group said Badoy-Partosa did these &quot;at the height of the COVID-19 pandemic, while we were calling on the government for adequate protective gear and essential provisions to safeguard our health as we cared for patients battling the deadly virus.&quot;</p><p>AHW said they &quot;became targets of attacks that exposed us to even greater danger&quot; in the middle of a pandemic.</p><div><a href="https://www.abs-cbn.com/news/nation/2025/6/18/un-rapporteur-urges-reforms-in-philippines-flags-red-tagging-media-attacks-in-final-report-0705">UN rapporteur urges reforms in Philippines, flags red-tagging, media attacks in final report<br/></a></div><p>A group of doctors filed a second complaint in June 2022 over the same behavior.</p><div><br/></div><div><strong>&#x27;FALSE CLAIMS HAVE CONSEQUENCES&#x27;</strong></div><p>&quot;While the six-month suspension falls short of the full accountability we sought, the PRC’s ruling is nevertheless a significant affirmation that no medical professional like Dr. Badoy should be allowed to use their position to spread baseless accusations that endanger the lives and safety of health workers,&quot; AHW said.</p><p>It said the suspension should send the message that &quot;red-tagging and other forms of unethical and unprofessional conduct have consequences.&quot;</p><p>Movement Against Disinformation, counsel for the complainants, welcomed the decision.</p><p>Atty. Rico Domingo, MAD founding chair, said that Badoy-Partosa had failed to provide evidence of the accusations that she admitted to making. </p><p>&quot;That is the core of the ruling: grave accusations cannot stand without evidence,&quot; he said.</p><p> &quot;For MAD, the message is direct: facts must defeat fear, and institutions must impose consequences when falsehoods place people at risk,&quot;  Atty. Tony La Viña, MAD president, said.</p><p>The group said &quot;red-tagging&quot; and disinformation should be treated &quot;as accountability issues rather than mere political noise.&quot; </p><div><br/></div><div><strong>CIVIL CASE, INDIRECT CONTEMPT</strong></div><p>In 2024, the Quezon City Regional Trial Court Branch 306 ordered Badoy-Partosa and self-proclaimed former rebel Jeffrey Celiz to <a href="https://www.abs-cbn.com/news/nation/2024/12/13/atom-araullo-wins-civil-lawsuit-vs-badoy-celiz-1921">pay journalist Atom Araullo P2.080 million in damages</a> for &quot;maligning him as a person and as a journalist&quot; through red-tagging.</p><p>Earlier that year, the Supreme Court fined Badoy-Partosa for indirect contempt for social media comments against a judge and for threatening to bomb judges&#x27; offices.</p><p>The SC said then that “one’s right to freedom of expression must be as fully protected as possible; however, its exercise must never transgress the equally important aspects of democracy, not least of all the Judiciary’s dignity and authority.” </p><p>The Philippine government has repeatedly said &quot;red-tagging&quot; is not an official policy.</p><p>The UN Human Rights Office and the Commission on Human Rights have flagged the practice as dangerous and potentially violative of fundamental rights.</p><div><a href="https://www.abs-cbn.com/news/2024/5/8/sc-recognizes-danger-of-red-tagging-says-may-justify-writ-of-amparo-1127">SC recognizes danger of &#x27;red-tagging,&#x27; says may justify writ of amparo</a></div>
