MANILA -- A Department of Public Works and Highways (DPWH) official testified that the payment for the alleged ghost flood control project in Pandi, Bulacan shouldn&#x27;t have been processed due to incomplete billing document requirements.DPWH Central Office Cash Division Chief Gerardo Delgado took the witness stand on Monday before the Sandiganbayan Fourth Division&#x27;s trial of former Sen. Ramon &quot;Bong&quot; Revilla Jr.&#x27;s malversation case over flood control project anomalies.Delgado testified that the List of Due and Demandable Accounts Payable–Advice to Debit Account (LDDAP-ADA), the disbursement document authorizing the transfer of government funds to a contractor&#x27;s bank account, lacked required supporting documents and contained discrepancies.He testified that the disbursement vouchers were unsigned, and the material testing report, final inspection report and photographs of the completed project were also missing from the LDDAP-ADA.<div><a class="fr-green fr-strong" href="https://www.abs-cbn.com/news/nation/2026/6/29/ex-dpwh-chief-bonoan-eyed-as-state-witness-ombudsman-1604">READ: Ex-DPWH chief Bonoan eyed as state witness — Ombudsman</a></div>Delgado, who was also a witness in the anti-graft court&#x27;s Third Division trial of Revilla&#x27;s malversation case, reiterated that cashiers are required to return billing documents to the Accounting Division if mandatory documents or signatures are missing.He said the cashier is responsible for verifying the completeness of the LDDAP-ADA documents and the district engineer serves as the approving authority.Revilla&#x27;s co-accused include former DPWH Bulacan First District Engineering Office cashier Christina Pineda and former accountant Juanito Mendoza.Prosecutors allege that Revilla and his co-accused falsified accomplishment reports and billing documents for the project, which was reported to be 95% complete despite questions over whether it had been implemented.
