MANILA – A police officer accused of masterminding the killing of a member of transport group Manibela is now facing criminal and administrative charges.Jeepney driver and Manibela member Michael Ferrer was ambushed and killed at Katihan Bridge in Barangay Poblacion, Muntinlupa City on June 7. He was shot from behind by then-unidentified gunmen.According to Manibela, Ferrer was targeted because he had been urging fellow jeepney drivers and operators to stop paying alleged protection money to a police officer who supposedly controlled operations at the transport terminals.The group claimed drivers were forced to pay ₱45 per trip. With each jeep making an average of eight trips daily across two terminals and about 137 jeepneys operating in the area, the alleged collections reached nearly ₱100,000 a day, ₱700,000 a week, and around ₱35 million a year. Manibela alleged the scheme had been in place since 2022.Manibela official Henry Cabigas said Ferrer became a target because he encouraged drivers to unite against the alleged extortion scheme. Cabigas also alleged that drivers who refused to pay were barred from lining up at the terminal and were instead forced to keep driving around without passengers.On Wednesday, Ferrer’s family and members of Manibela filed an administrative complaint before the National Police Commission (Napolcom) against a Police Master Sergeant, whom they identified as the alleged mastermind.Manibela chairman Mar Valbuena said investigators found that the motorcycle used in the attack and the person who handed the gunman a helmet were allegedly linked to the police officer.Ferrer’s widow, Edily Rodriguez, appealed for justice, while his daughter, Mikhaela Ferrer, said it was painful that a police officer was being accused in the killing of her father even as she dreams of joining the police force herself.The Muntinlupa City Police said four individuals have been charged with murder: the alleged gunman, the motorcycle driver, an accomplice, and the police officer identified as the alleged mastermind.Investigators said the officer’s alleged involvement was established through affidavits executed by jeepney drivers and other evidence gathered during the investigation. The case is now set for preliminary investigation before prosecutors.The National Capital Region Police Office (NCRPO) has also requested the Internal Affairs Service (IAS) to place the officer under restrictive custody while the investigation continues.NCRPO chief PMGen Anthony Aberin warned police officers involved in illegal activities that they would eventually be held accountable.&quot;Ito ay babala sa lahat na magbago na, they have to mend their ways because sooner or later kung makaligtas man ngayon sa isa o dalawang pagkakataon, sooner or later makukuha at matitiklo rin kayo,&quot; Aberin said.Napolcom Vice Chairperson and Executive Officer Commissioner Rafael Vicente Calinisan said the officer is assigned to the Regional Internal Affairs Service and should be held accountable.Aside from the murder case, Calinisan said the officer may also face administrative charges for grave misconduct and conduct unbecoming of a police officer. He also revealed that Napolcom had already ordered a lifestyle check on the officer even before the fatal shooting.Calinisan added that the filing of a criminal case by the Muntinlupa Police significantly strengthens the administrative case against the officer.&quot;The very fact that the NCRPO and the Muntinlupa Police filed a criminal case (against the cop) says a lot. It means investigators believe there is reasonable certainty of conviction,&quot; he said.ABS CBN News is trying to reach out to the accused Police Master Sergeant through the Internal Affairs Service at Camp Crame. IAS has yet to release a statement on the matter.
