Chel Diokno on Wednesday laid down arguments urging the Senate impeachment court to allow the disclosure of Vice President Sara Duterte and her husbands&#x27; bank and tax records as well as anti-money laundering reports related to them.</div><p>The uncovering of the couple&#x27;s financial records had emerged as a thorny issue during clarificatory hearings on the vice president&#x27;s impeachment proceedings at the House of Representatives over possible violations of the country&#x27;s bank secrecy laws.</p><p>Prosecutors in the Senate impeachment trial are pushing for the use of the sensitive documents for the court to appreciate &quot;the truth, the whole truth, and nothing but the truth, and make its decisions based on that,&quot; Diokno said in his opening speech.</p><p>Article II of the Articles of Impeachment accuses Duterte of culpable violation of the constitution and betrayal of public trust when allegedly did the following:</p><ul style="list-style-type:circle"><li>She amassed unexplained wealth &quot;manifestly disproportionate&quot; to her lawful income and earnings during her incumbency as a public official </li><li>Failed to fully and truthfully disclose all her and her spouse&#x27;s wealth in her Statement of Assets, Liabilities, and Net Worth </li><li>Failed to divest and &quot;willfully continued&quot; all her business interests during her tenure as vice president </li></ul><div><br/></div><p>Duterte and her lawyers have denied the accusations.</p><p>Diokno argued that not even the Bank Secrecy Law or the Data Privacy Act could bar the impeachment court from examining Duterte&#x27;s tax records. </p><p>&quot;The Constitution, your honors, vests this Impeachment Court with extraordinary powers. Tanging ang hukumang ito lamang ang may kapangyarihang magpasya kung ang mga pinakamataas na pinuno ng ating bansa ay karapat-dapat pa ring manungkulan,&quot; Diokno said. </p><p>&quot;Because this power comes directly from the Constitution, no one — no person, no law, and no administrative rule—can limit or supersede it.
