Mark Demayo, ABS-CBN News</em></span></span></span></div><p>MANILA — The Department of Justice and the Office of the Presidential Adviser on Peace, Reconciliation and Unity signed a memorandum of agreement for the resolution of rido or family feuds &quot;within the country’s legal framework.&quot;</p><p>DOJ Secretary Fredderick Vida and OPAPRU Secretary Mel Senen Sarmiento signed the MOA that creates a technical working group that will draft guidelines for the facilitation of settlements amid feuding clans and community-based criminal cases.</p><p>Vida emphasized that the resolution of conflicts will be done within the framework of the Constitution and the rule of law.</p><p>Among the issues to be tackled by the technical working group are culture-based issues such as the settlement of conflict through blood money.</p><p>“Kasi ‘pag tiningnan naman natin, ang konsepto na iyan, hindi naman si judge o piskal ang na-aggrieve, so binibigyan ang pamilya ng option o ng ganong usapin na tumanggap ng ibang pamamaraan para makamit nila ang hinahanap na hustisya,” Vida said.</p><p>Sarmiento emphasized the importance of consulting local chief executives, traditional and religious leaders to create lasting peace from the “Cordilleras of the North to the Bangsamoro in the South.”</p><p>He also stressed the critical role of the DOJ in bridging the gap between formal criminal justice and community-based settlement.</p><p>“Ubusan ng angkan iyan eh, kahit na mapakulong mo ito, hindi mahinto iyong ubusan ng angkan, magbibilangan lang, walang katapusan iyon, pero sa mekanismong ito na ginagawa sa baba at sinusuportahan sa itaas, hopefully mapipilan natin iyong gantihan,” Sarmiento said.</p><p>Vida also noted that the technical working group will also study if legislation is needed or consultation with the Supreme Court.</p><p>He also said the group targets to complete the guidelines by September 30. </p><div><br/></div><div><strong>RELATED VIDEO</strong></div><div><strong><span class="fr-video fr-deletable fr-fvc fr-dvb fr-draggable" contenteditable="false" draggable="true"><iframe width="640" height="360" src="https://www.youtube.com/embed/BIjKQA9_PUU?&amp;wmode=opaque&amp;rel=0" frameBorder="0" allowfullscreen="" class="fr-draggable"></iframe></span></strong><br/></div>
