Rosa, AFP </span></span></span></div><div><br/></div><p>MANILA — The Commission on Audit (COA) has issued an unmodified opinion for the Office of the Vice President’s financial documents in 2025, signaling that the agency complied with the preparation and submission of spending documents last year.</p><p>An unmodified opinion is issued when an auditor “concludes that the financial statements are prepared, in all material respects, in accordance with the applicable financial reporting framework,” the COA said in its website.</p><p>“We have audited the accompanying financial statements of the Office of the Vice President (OVP), which comprise the statement of financial position as at December 31, 2025, and the statement of financial performance, statement of cash flows, statement of changes in net assets/equity, statement of comparison of budget and actual amounts for the year then ended, and notes to the financial statements, including a summary of significant accounting policies,” the COA said in a letter dated May 15, but sent to the OVP in June.</p><p>“In our opinion, the accompanying financial statements present fairly, in all material respects, the financial position of OVP as at December 31, 2025, and its financial performance, cash flows, changes in net assets/equity, and comparison of budget and actual amounts for the year then ended, and notes to financial statements, including a summary of significant accounting policies in accordance with International Public Sector Accounting Standards (IPSASs),” it read.</p><p>“We believe that the audit evidence we have obtained is sufficient and appropriate to provide a basis for our opinion,” it read.</p><p>In 2025, the OVP utilized 92.32 percent of its 2025 budget “reflecting prudent fiscal management despite expanded operations and increasing demand for its public service programs,” the agency said in a statement.</p><div><a href="https://www.abs-cbn.com/news/nation/2026/6/29/a-week-before-impeachment-trial-ovp-reports-strong-budget-utilization-1307">A week before impeachment trial, OVP reports &#x27;strong budget utilization&#x27;
