Andrea Taguines, ABS-CBN News"/><span class="fr-inner" style="text-align:left">Unfinished rehabilitation works in Noveleta. <em>Andrea Taguines, ABS-CBN News</em></span></span></span></div><p>MANILA -- Department of Public Works and Highways (DPWH) Secretary Vince Dizon on Tuesday ordered the immediate repair of the Manila-Cavite access road in Noveleta after motorists complained of heavy traffic caused by unfinished rehabilitation works.</p><p>The project, which includes a drainage upgrade, has been stalled for two months after water utility pipes were damaged during construction, delaying its completion.</p><p>Videos showing the flooded, muddy and pothole-ridden thoroughfare, which connects several localities in Cavite, have circulated widely on social media. Some netizens have dubbed it the &quot;Nove-late na&quot; road or &quot;Nove-l*ch*&quot; because of the inconvenience it has caused.</p><p>Because of the stop-and-go traffic scheme, several motorists said a trip from Noveleta to Cavite City now takes up to two hours instead of the usual 20 minutes.</p><div><a class="fr-green fr-strong" href="https://www.abs-cbn.com/news/nation/2026/7/20/dpwh-eyes-completion-of-edsa-rehab-next-year-0848">READ: DPWH eyes completion of EDSA rehab next year, expands sidewalks, asphalt works</a></div><p>&quot;Kailangan pa bang magpunta ako dito, makita ko sa social media, tapos kailangan pa &#x27;kong magmumura dito at magalit para mapabilis &#x27;to? Hindi dapat ganun. Kailangan talaga magbago yung kultura sa DPWH na yung DE (District Engineer) mismo, siya na ang magmamalasakit, sasabihin niya unacceptable yung delay na yan,&quot; said Dizon.</p><p>After meeting with the DE, the contractor, and representatives from Maynilad, Dizon said they committed to fixing all the issues and finishing the project before December this year.</p><p>&quot;Kailangan talaga mag-coordinate. Wala nang turuan. Ayusin niyo na yung dapat ayusin para magtuloy-tuloy na yung proyektong &#x27;to,&quot; added Dizon.</p><p>Noveleta Mayor Davey Chua also stressed the importance of the road rehabilitation project to help solve flooding in the area.</p><p>&quot;Ito po talaga yung nakikita nating No. 1 solution para mawala ang baha sa Novoleta, yung palakihin yung drainage system dito. Pero dahil naman sa medyo kapabayaan ng ating mga contractors ay naiiwan namang lubak-lubak yung kalsada natin. Yun yung naging repercussion, yung sobrang traffic naman,&quot; he said.</p><div><br/></div><div><strong>DELAYED NOVELEX</strong></div><p>Dizon also inspected the so-called Noveleta Expressway (NOVELEX), or the Manila-Cavite Bypass Road, which remains unfinished despite construction beginning in 2020.</p><p>The seven-kilometer project is intended to decongest the Manila-Cavite access road.</p><p>Like many stalled infrastructure projects across the country, Dizon said the delay was caused by poor budgeting and corruption.</p><p>&quot;Yung mga naumpisahan na importante, iniwan, hindi pinondohan, tinengga. Hindi na ganun,&quot; he said.</p><div><a class="fr-green fr-strong" href="https://www.abs-cbn.com/news/business/2026/7/20/dizon-dpwh-to-award-key-contracts-for-bataan-cavite-interlink-bridge-very-soon-0932">READ: Bataan-Cavite Interlink Bridge won’t be finished under Marcos -- Dizon</a></div><p>Dizon said the DPWH has earmarked nearly ₱1 billion from this year&#x27;s remaining funds and next year&#x27;s budget to complete the road alignment by 2027.</p><p>&quot;Instead na six lanes ang gagawin with the roughly P800 million, gagawa tayo ng two lanes muna para lang makonekta na natin nang buo. Balewala na malapad kung wala namang pupuntahan yung mga sasakyan, useless,&quot; he said.</p><p>Once completed, Cavite Governor Francisco Gabriel &quot;Abeng&quot; Remulla said the bypass road is expected to benefit at least 120,000 motorists and residents.</p><p>He also emphasized the project&#x27;s potential impact on the national economy.</p><p>&quot;Once this road is built we&#x27;ll have a proper highway going to the airport sa Sangley. If we construct Sangley in a way na ma-decongest rin natin ang air traffic sa Manila, much better for the country as well and sa tourism,&quot; Remulla said.</p>
