Raffy Tulfo on Wednesday asked the Senate impeachment court to be consistent in imposing a two-minute speaking limit for senator-judges in the impeachment trial of Vice President Sara Duterte. </p><p>“Bakit pag sa kabila, pinapayagan sila 5, 10 minutes? Bakit ‘pag sa amin sa majority, kina-cut kaagad yung mic pagdating ng 2 minutes?” Tulfo said. </p><p>“Nakakahalata na kami. So dapat pag sinabing 2 minutes, 2 minutes,” he said. </p><p>Trial presiding officer Francis Escudero said that while Tulfo’s comments are &quot;recognized&quot;, he pointed out that “in the impeachment court, there is no majority nor minority.” </p><p>“We are all senator-judges,” Escudero said, before reminding Sen. Robin Padilla to “wind up” his questions for <a href="https://www.abs-cbn.com/news/nation/2026/7/22/impeach-trial-day-9-matibag-cross-examination-to-continue-1050">National Bureau of Investigation (NBI) Director Melvin Matibag.</a></p><div><a href="https://www.abs-cbn.com/news/nation/2026/7/22/impeach-trial-day-9-matibag-cross-examination-to-continue-1050https://www.abs-cbn.com/news/nation/2026/7/22/profile-who-is-melvin-matibag-the-prosecution-s-final-witness-on-alleged-threats-1241"> PROFILE: Who is Melvin Matibag? </a></div><p>Tulfo then told Escudero, “I do have a lot of respect in you. Yung sa akin lang, kahit sinong senador, pagdating ng 2 minutes, pinipindutan ng bell. Ako ilang beses na ako napindutan ng bell. Nakakairita, samantalang yung iba, hindi pinipindutan ng bell, umabot na ng 5 minutes.”  </p><p>“Kaya kung minsan binubulungan ko yung and’yan, ‘Pindutin mo na yung bell para naman makapagsalita yung iba.’ Wala akong tinutukoy dito. Dapat maging fair tayo,” Tulfo added. </p><p>Sen. Alan Peter Cayetano said that he had received reminders on the speaking limit, while Sen. Panfilo Lacson earlier Wednesday asked for more time to ask Matibag questions. </p><p>Cayetano asked the court to maintain “liberality.” </p><p>“If we can’t ask questions, baka magkaroon ng motion, mas lalong tatagal.
