Jonathan Cellona, ABS-CBN News/File</span></span></span></div><p>MANILA – The president’s annual State of the Nation Address (SONA) at the Batasang Pambansa in Quezon City has traditionally been met with protest actions, providing citizens a venue to air dissent and press their calls.</p><p>The fifth SONA of President Ferdinand Marcos Jr. on Monday, July 27, is likewise expected to serve as the traditional platform for various sectors to present their own assessment of the state of the nation.</p><p>Department of Public Order and Safety head Elmo San Diego said the Quezon City government granted rally permits to two groups.</p><p>These include a pro-administration group, which expects around 20,000 participants to gather in front of the Sandiganbayan (Centennial Building) along Commonwealth Avenue.</p><p>Meanwhile, a civil society/progressive group was granted permission to assemble in front of St. Peter&#x27;s Chapel, also along Commonwealth Avenue, with an expected turnout of 15,000 to 20,000 participants.</p><p>Both rallies were granted permits from 1 p.m. to 5 p.m.</p><p>According to Bayan secretary-general Mong Palatino, another convergence point before marching to St. Peter&#x27;s Chapel is in front of Yamaha 3S Shop-Premiumbikes and Wilcon Depot along Commonwealth Avenue, from 12 noon to 2 p.m.</p><p>He said the group will conduct an organized dispersal and does not intend to extend the rally or stage other actions beyond what was agreed upon with the police and the local government.</p><div><a href="http://news.abs-cbn.com/news/nation/2026/7/22/pnp-chief-says-over-20-000-cops-to-be-deployed-for-sona-security-2106">PNP chief says over 20,000 cops to be deployed for SONA security </a></div><div><br/></div><div><strong>INC NO RALLY PERMIT</strong></div><div><br/></div><p>Meanwhile, San Diego said the religious group Iglesia ni Cristo (INC), which previously held an unannounced rally that occupied EDSA and White Plains Avenue, has not applied for a rally permit for July 27.</p><p>The group has also not announced any rally plans, apart from its usual gatherings in churches to mark its founding anniversary.</p><p>Philippine National Police chief General Jose Melencio Nartatez Jr. earlier said the INC would hold a “big gathering” for its thanksgiving event, where “tens of thousands or even hundreds of thousands could be attending.”</p><div><a href="https://www.abs-cbn.com/news/nation/2026/7/20/pnp-denies-blocking-sona-protest-of-bayan-says-rally-permits-up-to-lgus-1727">PNP denies blocking SONA protest of Bayan, says rally permits up to LGUs </a></div><div><br/></div><div><strong>QCPD RAMPS UP PREPARATIONS</strong></div><div><br/></div><p>The Quezon City Police District (QCPD) said it would deploy 2,700 personnel to ensure maximum police presence and operational readiness in all key areas.</p><p>The initial skeletal deployment will begin on Sunday, July 26, with continuous accounting and inspection of deployed personnel.
