The National Bureau of Investigation (NBI) has formally requested key documents from the Commission on Audit (COA) and the Securities and Exchange Commission (SEC) as it steps up its investigation into alleged irregularities during the 2019 Southeast Asian Games and the Philippine Southeast Asian Games Organizing Committee Foundation Inc. (PHISGOC).In separate letters signed by NBI Director Atty. Melvin Matibag, the Bureau requested a certified true copy of the Commission on Audit’s final audit report on the Philippine Sports Commission (PSC) in relation to the 2019 SEA Games and PHISGOC.According to the NBI, the audit report is crucial to its ongoing investigation into alleged financial anomalies, irregular fund disbursements, procurement transactions, and possible violations of anti-graft, corruption, and related laws linked to the staging of the 2019 SEA Games.The Bureau said the COA report is needed to verify audit findings, establish facts, and trace the flow of government funds as part of its official investigation.The NBI also requested records from the Securities and Exchange Commission (SEC) covering PHISGOC Foundation Inc. from 2017 to the present. The documents sought include the foundation’s Certificate of Incorporation, Articles of Incorporation, By-Laws, Audited Financial Statements, General Information Sheets, Beneficial Ownership Declarations, and Board Resolutions involving the sale or transfer of non-current assets.The request was made pursuant to the Data Sharing Agreement between the NBI and the SEC.The Bureau said the documents will help investigators examine the organization’s corporate structure, financial records, ownership disclosures, and governance as part of its continuing investigation.The NBI earlier announced that it is conducting a formal investigation into alleged irregularities involving the use of funds for the 2019 SEA Games and has vowed to determine whether criminal liability exists.
