Maria Tan, ABS-CBN News/File </span></span></span></div><div><br/></div><p>MANILA — The House of Representatives formally opened on Monday the second regular session of the 20th Congress.</p><p>In a speech before House members, Speaker Faustino “Bojie” Dy III said it was an opportunity to recognize the previous shortcomings, and address them.</p><p>During the first regular session of the 20th Congress the lower chamber approved 26 of the 52 priority bills of the Legislative Executive Development Advisory Council (LEDAC), he noted. </p><p>Dy said the House will push for bills that will directly aid the daily concerns of Filipinos.</p><p>“Isa itong panibagong pagkakataon upang suriin ang ating mga nagawa, kilalanin ang ating mga pagkukulang, at pagtibayin ang ating sinumpaang panata na maglingkod nang tapat at higit na mahusay para sa sambayanang Pilipino,” Dy said.</p><p>“Sa ating Second Regular Session, itutuloy natin ang pagtatrabaho para maisulong ang mga repormang direktang tutugon sa mga pang-araw- araw na suliranin ng ating mga kababayan. Prayoridad nating maipasa ang Rice Industry and Consumer Empowerment Act upang mapababa ang presyo ng bigas at mapalakas ang suporta sa ating mga magsasaka; ang mga amyenda sa Universal Health Care Act upang maging dekalidad at abot-kamay ang serbisyong pangkalusugan; ang CADENA Act upang mas maging bukas at transparent ang paggamit ng pondo ng bayan; at ang Cybersecurity Act, which aims to protect every Filipino from the threats of the Digital Space,” he added.</p><p>“Habang humaharap ang ating bansa sa samu’t saring hamon, kailangan ang ating patuloy na pagtutulungan upang tayo ay maging kaagapay ng taumbayan sa pag-abot ng mas magandang bukas. It is in challenging times like this that our people need their representatives, more than ever, to house and shelter their most important dreams,” Dy noted. </p><div><br/></div><div><strong>BILL ON SOCIAL MEDIA SAFETY BILL</strong></div><div><br/></div><p>The House Speaker called for the inclusion in the LEDAC priorities of a bill seeking to prohibit children under 13 years old from creating, registering, and using social media accounts.</p><p>This, he said, would complement the bill passed by the lower chamber against disinformation on digital media.</p><div><span class="fr-video fr-deletable fr-fvc fr-dvb fr-draggable" contenteditable="false" draggable="true"><iframe width="640" height="360" src="https://www.youtube.com/embed/ddUv840X7Ug?&amp;wmode=opaque&amp;rel=0" frameBorder="0" allowfullscreen="" class="fr-draggable"></iframe></span><br/></div><p>“To complement these measures and to further protect our youth, I together with Majority Leader Sandro Marcos and the rest of the members filed House Bill Number 9965 or the Children’s Social Media Safety Act, na nagbabawal sa mga menor de edad under 13 years old sa paggamit ng social media. Hiling po natin na maisama din ang panukalang ito sa LEDAC priority bills para maipasa ito sa lalong madaling panahon,” Dy said.</p><p>“Sa kasamaang palad, maging tayong mga matatanda ay hindi ligtas sa mga maling impormasyon na nagiging sanhi ng pag-aaway at pagkakawatak-watak. Huwag po sana nating hayaan na ang ingay ng social media ang humubog sa ating paniniwala. Pairalin natin ang katotohanan kaysa fake news, pag-unawa kaysa galit, at pagkakaisa kaysa pagkakahati-hati. Kasama po ang iba’t ibang kinatawan sa bulwagang ito, handa kaming tanggapin ang hamon na magtaguyod ng isang panibagong pamantayan ng paglilingkod. A new standard for public service.
