QCPD via Karen de Guzman, ABS-CBN News </div>MANILA (UPDATE) — More than 50 individuals were arrested during protests held in connection with President Ferdinand Marcos Jr.&#x27;s fifth State of the Nation Address (SONA) on Monday after they allegedly vandalized a building and violated local ordinances by wearing balaclavas, the Philippine National Police (PNP) said.PNP chief Gen. Jose Melencio Nartatez Jr. said authorities had legal grounds to arrest the individuals for alleged violations of Republic Act 9003 or the Ecological Solid Waste Management Act, Batas Pambansa Blg. 880 or the Public Assembly Act, and local ordinances prohibiting the wearing of face coverings.&quot;We have a reason to have a valid arrest and they were accosted because of violations of ordinances and special laws, particularly RA 9003, BP 880, and local ordinances, lalo na &#x27;yung magtatakip ng mukha,&quot; Nartatez Jr. said.“Bawal naman magtatakip ng mukha lalo na ‘yung nangyari noong September last year. Ayaw natin payagan na sila pa ay magpatuloy na manggulo dyan sa kalsada and maapektuhan of course ‘yung tahimik na nagpo-protesta,” he added.A video obtained by the Quezon City Police District (QCPD) showed several individuals wearing black shirts, black pants, and balaclavas while spray-painting the words &quot;sindikato&quot; and &quot;corruption&quot; on the wall of an electric distribution utility company along Commonwealth Avenue.The QCPD initially reported that at least five individuals had been brought to a police station for questioning.However, Nartatez later said the number of arrests had risen to 51.“Hindi pa tapos, baka meron pa mag-violate doon. Buti pa doon sa kagabi, 10 p.m. to 2 a.m., napakatiwasay naman nung aktibidades ng ating mga kapatid na Iglesia Ni Cristo so ganun din sana,” he said.Police have yet to determine whether those arrested belong to any of the groups that were granted permits to hold rallies during SONA.QCPD director Brig. Gen. Randy Glenn Silvio said rally organizers were aware of the conditions stated in their memorandum of understanding with authorities, including prohibited acts during the demonstrations.&quot;Alam naman nila sa MOU, alam naman ng lahat ng organizer kung ano ang bawal at hindi. Katulad diyan, may gumawa na sa kanila. Check din natin sa leaders kung member pa nila &#x27;yun,&quot; Silvio said.As of 4:33 p.m., 34 of the 51 protesters arrested are inside a BJMP bus at Camp Karingal. According to the SENTRA/NUPL lawyer, 13 of the 51 individuals arrested have been identified as minors. Despite the arrests, Nartatez said security preparations for the SONA remained effective, crediting months of planning and coordination among police units and the Quezon City government.“We have a good preparation.
