<p>MANILA — Making passage of the Sexual Orientation, Gender Identity, Gender Expression, or Sex Characteristics bill a priority will be up to consultation with the leaders of political parties at the House, Ilocos Norte 1st District Rep. Sandro Marcos, who is also majority leader, said.</p><p>Marcos said he would be &quot;happy to pass&quot; a bill that would penalize discrimination of sexuality and gender identity &quot;if one comes to light or if one comes to the forefront as a priority.&quot; </p><p>He said, though, that identifying priority legislation is &quot;not made unilaterally [but] through a consultative number of engagements&quot; for the House majority to reach a decision on which bills to work on first. </p><div><a href="https://www.abs-cbn.com/news/nation/2026/6/17/rep-marcos-stricter-anti-political-dynasty-bill-would-have-hurdled-house-1905">Rep.
