Andrea Taguines, ABS-CBN News</div>MANILA — The Department of Public Works and Highways will begin implementing several flood mitigation measures along España Boulevard in Manila in September, including a long-overdue drainage system upgrade, Secretary Vince Dizon said on Thursday.The drainage system <a href="https://www.abs-cbn.com/spotlight/08/31/23/why-is-espaa-in-manila-always-flooded">along the often-flooded thoroughfare</a> has been largely unchanged since the 1950s, Dizon said after an inspection. Mark Demayo, ABS-CBN News </div>Manila Mayor Isko Moreno, who joined the inspection, said portions of España Boulevard will also be raised to help prevent flooding.He said España is on lower and flatter land and water “all the way from mountainside” of the Sierra Madre to the east ends up there.Dizon acknowledged that the project would cause temporary disruption and inconvenience in the area around the University of Santo Tomas and appealed for the public&#x27;s understanding.He said the DPWH will work around the clock to complete construction as soon as possible.“Buwan lang ‘to.
