<p>MANILA — Tensions erupted in a community in Barangay UP Campus, Quezon City on Wednesday after personnel working on a government housing project dismantled a barricade erected by residents to block the project.</p><p>After the barricade was removed, residents—including women, children, and students—formed a human barricade to prevent project personnel and police from entering the area.</p><p>“Masakit ‘yong katawan namin kaninang umaga pa, tapos ngayon na naman. Nakakapagod tapos ayaw pa nilang umalis,” said resident Lea Grace Liamson, who joined the barricade and was hurt during the commotion.</p><p>“Hanggang kaya ko pa po na harangan, makikipagharang din po ako diyan,” she added.</p><div style="text-align:center"><iframe src="https://www.facebook.com/plugins/video.php?height=314&amp;href=https%3A%2F%2Fwww.facebook.com%2Freel%2F1342917970655102%2F&amp;show_text=false&amp;width=560&amp;t=0" width="560" height="314" style="border:none;overflow:hidden" scrolling="no" frameBorder="0" allowfullscreen=""></iframe><br/></div><p>Authorities said they were only delivering materials for fencing-related work that would pave the way for the construction of transition houses intended to serve as temporary shelters for residents while the housing project is being developed.</p><p>“Bababa kayo, wala kayong notice sa aming lahat. Basta bababa lang kayo at sasabihin niyo sa aming ‘Papasok lang kami kasi magbababa kami ng mga materyales.’ Ano ‘yon? Hindi kami papayag,” said Esperanza Tomolba, president of the Malantic Community Association.</p><p>Tomolba clarified that residents are not opposed to the housing project itself, but are seeking negotiations and proper consultation before its implementation.</p><p>“Sa ganitong paraan ba natin gustong simulan ang proyekto na ito na sinasabi nila na para sa masa? UP, makamasa kayo! Ano na ang nangyayari sa inyo? Dahil lang ba ito sa halaga, sa pera kaya nawawala ang halaga ng tao sa inyo?” she said.</p><p>The Department of Human Settlements and Urban Development (DHSUD) and the University of the Philippines Diliman are planning a rental housing project that is expected to benefit around 3,000 individuals, primarily students and employees. The project also aims to accommodate residents who would lose their homes in the area.</p><p>The project, under the government&#x27;s Expanded Pambansang Pabahay para sa Pilipino (4PH) Program, will be undertaken by Megawide Construction Corporation and is slated for completion in 2027. It is designed to generate around 1,000 housing units, each measuring 27 square meters.</p><p>“Ano ang kasiguraduhan na kami pa rin ang benepisyaryo nito? Wala. Itong simpleng usapin nga, wala kaming mapanghawakan,” Tomolba said.</p><p>Tomolba said residents currently live in the area rent-free, but would eventually have to pay rent under the new housing arrangement. She also noted that farms and plantations within the community would supposedly be destroyed by the project.</p><p>Police declined requests for an interview, saying they were continuing to monitor the situation.
