Miro Quimbo said he is seeking a congressional inquiry into the non-operation of the Tumana and Iwahig pumping stations during the onslaught of the southwest monsoon, which spawned floods in barangays Tumana and Malanday.</p><div><a href="https://www.abs-cbn.com/news/weather-traffic/2026/8/10/list-flooded-roads-in-metro-manila-on-aug-10-0842">LIST: Flooded roads in Metro Manila on Aug. 10</a></div><p>In his House resolution, Quimbo called for an inquiry in aid of legislation to determine why the pumping stations failed to operate and establish accountability for the supposed contractor and operator of the flood-control infrastructure, J.D. Legaspi Construction.</p><p>The lawmaker said that the Tumana and Iwahig pumping stations were established by the Department of Public Works and Highways-Unified Project Management Office (DPWH-UPMO) to help manage flooding in Tumana and adjacent communities.</p><p>He noted that residents reported on Sunday that the two pumping stations were &quot;not functioning&quot; as floodwaters rose.</p><p>He said  &quot;an on-site inspection found that the facilities appeared non-operational and unattended, with no personnel of construction company present at the site.&quot;</p><p>For Quimbo, the situation raises serious questions regarding the contractor’s compliance with its obligations, the adequacy of DPWH-UPMO oversight, the reliability of maintenance arrangements, and the readiness of flood-control infrastructure during emergencies.</p><div><br/></div><div><strong>MAYOR: ALL TURNED OVER PUMPING STATIONS &#x27;WORKING WELL&#x27;</strong></div><p>To respond to the flooding due to the idle pumping stations, Marikina City Mayor Maan Teodoro said the DPWH sent a technician and that the agency also deployed mobile pumps to remove floodwaters from communities in Tumana and Malanday.</p><div><a href="https://www.abs-cbn.com/news/nation/2025/8/11/some-flood-control-facilities-in-marikina-may-be-finished-by-2028-dpwh-1551">Some flood-control facilities in Marikina may be finished by 2028: DPWH</a></div><p>The Marikina government, she said, has been &quot;waiting for the longest time&quot; for the two pumping stations to be turned over to them.</p><p>&quot;So far, lahat naman ng turned over sa city [na pumping stations] we really maintain them, sinisigurado namin na kapag merong bagyo o kaya may malakas na Habagat na darating chine-check muna namin yung mga pumping stations and so far lahat ng turned over sa city are working well,&quot; she told DZMM.</p><p>Asked about the contractor of the pumping stations, Teodoro said she has no information on the firm as she stressed the stations have yet to be turned over to the city.</p><p>As of Monday morning, the floods in Tumana and Malanday had already begun subsiding, noted Teodoro.</p><p>Thousands of Marikina residents fled their homes over the weekend as the local government ordered preemptive evacuation due to the rising water level in the Marikina River.</p><div><strong> —Rowegie Abanto, ABS-CBN News</strong></div><div><br/></div><div><strong>RELATED VIDEOS:</strong></div><div><strong><span class="fr-video fr-deletable fr-fvc fr-dvb fr-draggable" contenteditable="false" draggable="true"><iframe width="640" height="360" src="https://www.youtube.com/embed/pfHiM5NSEBU?&amp;wmode=opaque&amp;rel=0" frameBorder="0" allowfullscreen="" class="fr-draggable"></iframe></span><span class="fr-video fr-deletable fr-fvc fr-dvb fr-draggable fr-active" contenteditable="false" draggable="true"><iframe width="640" height="360" src="https://www.youtube.com/embed/JcfXJVWknPg?&amp;wmode=opaque&amp;rel=0" frameBorder="0" allowfullscreen="" class="fr-draggable"></iframe></span></strong><br/></div>
