Lorna Kapunan on the 14th day of the impeachment trial of Vice President Sara Duterte at the Senate of the Philippines in Pasay City on Tuesday, Aug. 11, 2026. <em>Maria Tan, ABS-CBN News </em></span></span></span></div><p>MANILA — Documents from the Department of Education (DepEd) showed that the former disbursing officer of Vice President Sara Duterte visited several provinces in one day to disburse confidential funds, the prosecution said Tuesday during the Senate impeachment trial. </p><p>Atty. Lorna Kapunan, counsel for the prosecutors, presented acknowledgment receipts showing that at least seven disbursements of confidential funds were made in Danao, Malolos, Davao City, Negros Occidental, Agusan Del Sur, Makati City, and Negros Oriental, all dated Feb. 21, 2023. </p><p>The receipts also showed that at least 18 disbursements were made in Masbate, Laoag City, Davao City, Agusan Del Norte, Olongapo, Samar, Masbate, Loboc, Pangasinan, Compostela Valley and several others, all dated Feb. 25, 2023. </p><p>Kapunan said numerous receipts dated March 15, 2023, also recorded disbursements in different provinces. </p><div><a class="fr-green fr-strong" href="https://www.abs-cbn.com/news/nation/2026/8/11/another-piatos-politicians-surnames-emerge-in-ovp-confidential-fund-receipts-1227">Another &#x27;Piatos,&#x27; politicians&#x27; surnames emerge in OVP confidential fund receipts</a></div><p>Witness Xylene Mae del Campo, a COA auditor, said that based on her understanding, the documents indicate the places where the payments were made and not the recipients’ locations.   </p><p>Del Campo took over the audits of the DepEd, which Duterte previously headed, and the Office of the Vice President (OVP) confidential funds after Roderick Wamil&#x27;s transfer to COA-Pasay in February 2024.</p><p>She stressed that only the special disbursing officer is authorized to disburse confidential funds, and that cash advances cannot be transferred from one accountable to another, based on the Joint Circular 2015-01.</p><p>Duterte’s SDO during her stint as the education secretary was Edward Fajarda. </p><p>Kapunan asked Del Campo if the special disbursing officer could have visited all of the locations in one day, but the defense objected to the question. </p><p>Senator-Judge Francis Escudero, the trial presiding officer, sustained but said: “Clearly it is physically impossible to be in all of these locations in one day and there was earlier admission that the SDO gave the funds to a Col.
